Karnataka's Oil Companies Spearhead EV Charging Infrastructure Expansion

In response to shifting energy demands and strong policy support for electric mobility, oil marketing companies (OMCs) throughout Karnataka are aggressively transitioning from traditional fuel retailing to establishing a comprehensive electric vehicle (EV) charging network. This strategic pivot is particularly concentrated around Bengaluru, the state's bustling capital.

Regulatory Breakthrough Fuels Rapid Deployment

This acceleration comes despite ongoing uncertainties in petroleum supplies linked to the West Asia crisis. A crucial regulatory change has empowered OMCs to invest heavily in EV infrastructure. In December 2023, the Karnataka Electricity Regulatory Commission (KERC) provided significant relief by relaxing the mandatory transformer rule.

The commission directed the Bangalore Electricity Supply Company (Bescom), the nodal agency for EV infrastructure in Karnataka, to provide grid connectivity for EV charging stations without requiring transformers to be installed on petrol bunk premises. This development, first reported on December 31, 2023, marked a turning point.

Previously, KERC had mandated that all retail petroleum outlets with an area exceeding 800 square feet or power consumption over 35kW must install electrical transformers on-site. However, oil companies successfully argued that this requirement conflicted with stringent safety norms established by the Petroleum and Explosives Safety Organisation (PESO). These norms prohibit the installation of electrical equipment in areas storing highly flammable substances like petrol, diesel, and LPG. The commission ultimately ruled in favor of the OMCs' safety concerns.

Surge in Applications and Commissioning

Encouraged by the revised regulations, a total of 378 petrol pump outlets operated by various oil companies have applied to Bescom for permission to establish public EV charging stations. Of these applications, an impressive 307 stations have already been commissioned and are operational. Work is actively progressing at the remaining locations.

Bescom engineers highlight that this expansion is a major boost for EV users across Karnataka. The widespread availability of charging points at familiar petrol bunk locations is expected to significantly alleviate range anxiety, allowing EV owners to confidently plug in and recharge during long journeys.

"After assessing the suitability of the site and ensuring the availability of sufficient space to charge at least two to four vehicles simultaneously, we have commissioned these public EV charging stations," explained a senior Bescom engineer.

Strategic Locations and Streamlined Processes

The majority of these new charging stations have been established at OMC-operated outlets situated along major arterial roads within Bengaluru and on key highway corridors, including the vital Bengaluru-Mysuru and Bengaluru-Belagavi routes.

N Shivashankara, Managing Director of Bescom, emphasized the utility's facilitative approach to ensure timely power supply and faster approvals. "Based on the directions of the energy minister and the additional chief secretary, we have streamlined our internal processes," he stated.

This streamlining includes:

  • Expedited technical feasibility assessments
  • Efficient load sanctioning procedures
  • Proactive infrastructure readiness checks

"The focus is on enabling a seamless transition by supporting all charge point operators with transparent and efficient processes," Shivashankara added.

To further reduce turnaround time, Bescom has launched a single-window digital dashboard specifically designed to fast-track power supply approvals for charging infrastructure. This innovative platform offers:

  1. End-to-end application tracking
  2. Real-time status updates
  3. Centralized online documentation

This digital initiative minimizes bureaucratic delays and enhances coordination across various departments, solidifying Karnataka's commitment to building a future-ready EV ecosystem even as global energy dynamics continue to evolve.
