In a significant development for the ongoing Orange Line metro project in Kolkata, Rail Vikas Nigam Limited (RVNL) has commenced the construction of a dedicated emergency traffic diversion route from the airport area. This strategic move aims to facilitate the final leg of the metro corridor's construction, specifically the challenging tunneling work beneath the airport exit road.

Multi-Agency Collaboration for Sensitive Zone Management

All key stakeholders, including the Bidhannagar City Police, Airports Authority of India (AAI), Air India, RVNL, and Metro Railway, have reached a consensus to implement this alternate route. The agreement stipulates that vehicles exiting the airport will be redirected through this new path only during emergency situations, ensuring minimal disruption to regular airport operations.

Officials have confirmed that the new diversion route is expected to be operational within one month. However, its usage will be strictly limited to a maximum of 48 hours, triggered only if a substantial subsidence occurs during the final 135 meters of tunneling using the box-pushing method.

Engineering Preparations and Route Specifications

While developing the emergency road, RVNL is simultaneously conducting extensive grouting operations to stabilize the porous soil beneath. This preparatory work is crucial for executing India's longest box-push tunneling project, which is currently progressing below the airport exit road.

The new route involves demolishing the boundary wall of Air India Engineering Services Ltd (AIESL) to create access. RVNL will construct a ramp from the main exit road, extending it to the diversion path, which will ultimately terminate at Airport Gate 1.

"The airport area is a highly sensitive zone. This emergency road will only be activated if subsidence becomes uncontrollable during the box-pushing activity. RVNL will install barricades to keep the route unused under normal circumstances, with any necessary diversion lasting no more than 48 hours," explained an official involved in the project.

Detailed Traffic Flow Plan

A Bidhannagar traffic official provided a comprehensive breakdown of the planned diversion route:

  • After exiting the airport, vehicles will travel approximately 100 meters before turning left at the AI gate, which has been widened and currently blocked with a blue metal divider.
  • Upon entering this road, cars will proceed about 30 meters on a 20-foot-wide stretch before turning right.
  • They will then continue straight for another 40 meters to reach the BSF gate, which will be dismantled.
  • From this point, vehicles will turn left, move 30–35 meters, and then turn right to access VIP Road.

Current efforts focus on demolishing gates, widening passages, installing clear signage, and deploying police personnel to manage the flow. The existing road, currently used by AAI employees for two-wheeler parking, will be cleared to ensure smooth vehicle passage and support the tunnel construction beneath the airport exit road.

This emergency diversion plan represents a critical contingency measure, balancing the infrastructural demands of the Orange Line metro with the operational integrity of Kolkata's airport, ensuring both projects advance without compromising safety or efficiency.
