Ledo Open Cast Project Repurpose Plan Discussed in Margherita

A high-level meeting on the sustainable repurposing of the Ledo Open Cast Project (OCP) was held on Friday at the co-district commissioner’s office in Margherita. Chaired by CDC Rahul Doley, the session included Birendra Kumar Thakur from the ministry of coal, along with officials from Coal India Limited and the forest department, to discuss the future of one of upper Assam’s oldest mining sites.

Operated by North Eastern Coalfields, the 0.85 sq. km Ledo OCP is part of the Makum Coalfield, where mining dates back to 1882. Though production ceased in 2008-09, the Central Mine Planning and Design Institute is now finalising a formal closure plan to ensure the landscape remains productive for the community.

Key Proposals for Repurposing

Several proposals were placed on the table during the deliberations, with emphasis on ecological restoration, tourism potential, livelihood generation and community welfare. Key proposals included developing a solar park on reclaimed land, planting locally significant fruit trees like Kazi Nemu and star fruit, and treating water bodies for public use. To boost the local economy, officials suggested channelling “One District One Product” initiatives into the reclaimed area.

Innovative Adaptive Reuse

Innovative adaptive reuse plans were also discussed, such as converting abandoned workshops and offices into Self-Help Group centres and training institutes instead of demolishing them. A standout suggestion involved transforming the site’s existing chimney into a clock tower to serve as a heritage landmark. Implementation will likely involve the convergence of District Mineral Foundation and mine closure funds.

Stressing the project’s importance, CDC Rahul Doley stated, “With thoughtful planning and collaborative effort, we can turn this post-mining landscape into a model of sustainable development that benefits the people of Ledo and Margherita.”

The meeting concluded with a commitment to establish the Ledo OCP as a national model for innovative, post-mining land utilisation.
