Ludhiana Authorities Launch Emergency Fuel Initiative to Halt Worker Exodus

In a critical move to address a severe cooking gas shortage, authorities in Ludhiana, often called the "Manchester of the East," have initiated an emergency fuel distribution program at select petrol refuelling stations. This step aims to curb a growing exodus of industrial workers triggered by the scarcity of LPG, exacerbated by the ongoing West Asia crisis.

Partnership to Bypass Bureaucratic Hurdles

The Ludhiana district administration, in collaboration with the food supply department, will begin retailing 5-kg Free Trade LPG (FTL) cylinders at designated petrol pumps. This initiative is designed to circumvent bureaucratic obstacles that have left thousands of labourers unable to cook meals, with local industrialists warning of an impending production crisis.

Migratory workers, who form the backbone of Ludhiana's textile and manufacturing sectors, had started a "reverse migration" to their home states. They cited difficulties in securing essential cooking fuel without local residency documentation as a primary reason for leaving.

Addressing KYC Challenges for Migrant Labour

Deputy Commissioner Himanshu Jain stated, "This step addresses the LPG availability challenges faced by residents, particularly labourers who are from other states, and provides much-needed relief." He emphasized that integrating cooking fuel into the existing petrol retail network would significantly ease daily life for the city's mobile workforce.

A key factor behind the shortage was the stringent "Know Your Customer" (KYC) requirements for standard gas connections, which many migrant workers cannot meet. In contrast, FTL cylinders do not require traditional KYC procedures. Workers can purchase these cylinders simply by presenting identification, such as an Aadhaar card.

Industry Concerns and Strategic Rollout

District food and supplies controllers (DFSCs) have secured commitments from petrol pump owners to maintain consistent stocks of the 5-kg units. Ludhiana's industry leaders had expressed increasing alarm that the dual pressures of commercial LPG scarcity and labour shortages could halt factory operations.

Many workers reside in shared accommodations where large-scale cylinders are impractical or unavailable through legal channels. Officials confirmed that the rollout will commence at key transit and industrial hubs to maximize accessibility for the affected workforce.

Stabilizing Labour Force and Industrial Output

The administration anticipates that by eliminating "fuel friction" from the lives of migrant workers, they can stabilize the labour force and safeguard the region's industrial productivity. This proactive measure is expected to provide immediate relief and prevent further disruptions in Ludhiana's vital economic sectors.
