Maharashtra Government Approves Construction of 10 New Power Transmission Lines
The Maharashtra government has issued a significant Government Resolution (GR) authorizing the Maharashtra State Electricity Transmission Company Ltd (MSETCL) to proceed with the construction of 10 new power transmission lines. This strategic move is aimed at fortifying the state's electrical grid and ensuring a more reliable and smoother electricity supply across various regions.
Legal Framework and Approval Details
The approval has been formally granted under Section 68 of the Indian Electricity Act, 2003, which specifically governs the laying of overhead lines and associated infrastructure works. According to the terms and conditions outlined in the GR, MSETCL will be responsible for undertaking the construction of all 10 transmission lines entirely at its own cost, without any financial burden on the state exchequer.
Part of a Larger Expansion Strategy
This latest clearance is a crucial component of MSETCL's broader and more ambitious expansion plan. The utility company has embarked on an extensive program to establish 118 transmission lines and an equal number of substations over the next five years. This initiative is designed to modernize and expand the state's power transmission network to meet future energy demands.
Addressing Mumbai's Growing Electricity Needs
The new transmission lines are expected to provide substantial support to the Mumbai region, where electricity demand is particularly high. During the summer months, peak demand in Mumbai exceeds 4000 MW and is projected to cross 4500 MW, potentially rising to around 5000 MW in the coming years. An official from the energy department highlighted the necessity of this infrastructure, stating, "With generation within the city below 2000 MW, the balance must be wheeled in from outside Mumbai, requiring a stronger transmission corridor."
Benefits Extending Beyond Mumbai
While Mumbai stands to gain significantly, the network strengthening will also benefit other key districts across Maharashtra. These include Nashik, Ahilyanagar, Beed, and Pune, ensuring a more robust and efficient power distribution system throughout the state.
Construction and Operational Guidelines
As per the latest GR, the work on the 10 new transmission lines must be executed using prescribed and certified methods, under the expert guidance and supervision of qualified professionals. The GR explicitly states that MSETCL will operate and manage these lines independently once they are commissioned.
Regulatory Compliance and Responsibilities
The government has stipulated several important conditions to ensure proper implementation and operation. The new lines must be used exclusively for the purposes planned by MSETCL, and prior permission from the competent authority is mandatory before the lines are implemented or charged. Additionally, MSETCL is entrusted with the responsibility to address any complaints from landowners or farmers that may arise during construction or after commissioning. Such grievances must be resolved appropriately in consultation with the competent authority.
Ensuring Adherence to All Regulations
Furthermore, MSETCL will be required to obtain all other necessary permissions and comply with prescribed criteria and prevailing rules of relevant government authorities and departments. This includes adherence to regulations set by the Maharashtra Electricity Regulatory Commission (MERC), along with any additional conditions the government may prescribe from time to time.
