In a significant development for Maharashtra's energy landscape, state-run Mahagenco on Sunday welcomed the first coal rake from its Gare Palma Sector-II captive mine at the Koradi Thermal Power Station. This delivery arrives more than a decade after the coal block was initially allocated, representing a major stride toward the state's fuel self-reliance goals.

A Decade in the Making: The Journey of Gare Palma Sector-II

The Gare Palma Sector-II coal block, situated in Tamnar tehsil of Raigarh district in Chhattisgarh, was allotted to Mahagenco by the Union coal ministry back in March 2015. Spanning an impressive 2,583 hectares—which includes 214 hectares of forest land—and encompassing 14 villages, this mine holds an estimated reserve of 655 million metric tonnes of coal. With a peak production capacity of 23.6 million tonnes per annum and a projected life of 77 years, the mine's scale is substantial.

However, the path to production was fraught with challenges. Years of delays ensued due to complex land acquisition processes and the need to secure multiple statutory clearances. It wasn't until March 2021 that Mahagenco appointed Gare Palma II Collieries Ltd, a subsidiary of Adani Enterprises, as the mine developer and operator. Critical approvals, including environmental and forest clearances, mining lease, and operational consents, were gradually obtained over the following years.

From Clearance to Coal: The Production Timeline

The Centre granted the final mine opening permission in July 2025, with overburden removal commencing in September of the same year. Coal production finally began in March 2026, under the supervision of Mahagenco chairman and managing director Radhakrishnan B. By the end of that month, nearly 81,000 metric tonnes had been extracted. Sunday's inaugural rake delivery to Koradi signifies the start of regular coal transportation from this captive block, turning a long-held vision into reality.

Leadership and Vision: Fueling Maharashtra's Future

Chief Minister Devendra Fadnavis flagged off the historic rake in the presence of Revenue Minister Chandrashekhar Bawankule, hailing it as a "historic step" toward fuel self-reliance. He emphasized that sourcing coal from Mahagenco's own mine would stabilize supply, reduce costs, and ultimately benefit consumers across Maharashtra. On the same occasion, Fadnavis laid the foundation stone for the main control room building of the 2x660 MW supercritical replacement project at Koradi, part of Mahagenco's broader initiative to modernize its generation infrastructure.

Strategic Impact: Ensuring Long-Term Energy Security

Officials highlighted that the Gare Palma II mine will ensure long-term fuel security for key power stations, including Koradi, Chandrapur, and Parli. Captive sourcing allows for better control over coal quality while reducing dependence on costlier linkages and mitigating losses from grade slippage. This project aligns seamlessly with the state's 'Viksit Maharashtra 2047' vision, under which Mahagenco aims to scale up its installed capacity beyond 32GW through a diversified mix of thermal, solar, and pumped storage projects.

With its substantial reserves and increasing output, the Gare Palma II mine is poised to play a crucial role in reducing fuel costs, strengthening energy security, and supporting Maharashtra's long-term power needs. This milestone not only marks a technical achievement but also symbolizes a strategic shift toward greater autonomy in the state's energy sector.
