Nagpur Ordnance Factory Workers Stage Protest Over Overtime and Contract Labor Issues

Workers at the Ordnance Factory Ambajhari (OFAJ) in Nagpur, affiliated with the left-leaning All India Defence Employees Federation (AIDEF), organized a daylong symbolic protest on Tuesday. The demonstration targeted the factory management's recent decisions to discontinue overtime payments for permanent employees and significantly increase the reliance on contract labor.

Core Grievances and Financial Impact

The protest centered on two primary concerns. First, the cessation of overtime payments has hit permanent workers hard. According to Ashish Pachgare, an AIDEF representative, employees previously earned approximately Rs 12,000 per month through overtime for additional hours worked. This system was abruptly halted following the corporatization of the factory.

Second, the surge in contract workers has become a major point of contention. The number of contract laborers has risen to nearly half of the total workforce at OFAJ. Historically, contract workers were limited to unskilled tasks, but now they are operating key machinery, a shift that union leaders argue undermines job security and quality standards.

Factory Background and Corporate Pressures

OFAJ is the flagship unit of Yantra India Limited (YIL), one of seven defence public sector undertakings (PSUs) formed from the ordnance factories in 2021. The factory specializes in manufacturing hardware for a wide range of shells and rockets, playing a critical role in India's defence infrastructure.

Workers allege that after transitioning to a PSU, Yantra India has prioritized financial viability, leading to cost-cutting measures such as eliminating overtime and expanding the contract labor force. This corporate strategy, while aimed at efficiency, has sparked unrest among the permanent staff who feel their livelihoods are being compromised.

Protest Dynamics and Future Plans

The day's protest was deliberately symbolic, involving only select workers to avoid disrupting production. However, union leaders have issued a stern warning: if management fails to address their demands, they plan to intensify the agitation. This could include broader participation and more disruptive actions to force a resolution.

The union's demands are clear:

  • Restore overtime payment systems for permanent employees.
  • Halt the increase in contract workers and review their deployment in skilled roles.
  • Ensure job security and fair working conditions for all staff.

This protest highlights ongoing tensions in India's defence manufacturing sector as it navigates post-corporatization challenges. The outcome at OFAJ could set a precedent for other defence PSUs facing similar labor issues.
