Prime Minister Narendra Modi to Dedicate Major Refinery in Rajasthan
Prime Minister Narendra Modi is scheduled to visit Rajasthan on Tuesday to inaugurate a significant refinery-cum-petrochemical complex, marking a pivotal step in India's energy sector. The facility, located at Pachpadra in Balotra, has been developed through a collaboration between Hindustan Petroleum Corporation Limited and the Rajasthan government. This project aims to substantially reduce India's dependence on energy imports while strengthening the nation's energy and petrochemical infrastructure.
Strategic Partnership and Investment Details
In this joint venture, HPCL holds a 74% stake, with the Rajasthan government owning the remaining 26%. The greenfield refinery boasts a capacity of 9 million metric tonnes per annum and has been constructed at an estimated cost exceeding Rs 79,450 crore. It features an integrated petrochemical capacity of 2.4 MMTPA, combining refining and petrochemical production within a single, efficient facility.
Advanced Design and Operational Efficiency
The refinery is engineered to operate at a Nelson Complexity Index of 17.0, with petrochemical yields surpassing 26%, indicating a high level of integration and operational efficiency. Earlier this month, the Cabinet Committee on Economic Affairs approved a revision in the project cost, increasing it from Rs 43,129 crore to Rs 79,459 crore. As part of this adjustment, HPCL will inject an additional Rs 8,962 crore, raising its total equity investment to Rs 19,600 crore.
Production Capabilities and Economic Impact
Scheduled to commence commercial operations from July 1, 2026, the plant is projected to produce approximately 1 MMTPA of petrol and 4 MMTPA of diesel. Additionally, it will manufacture key petrochemicals including:
- Polypropylene: 1 MMTPA
- Linear low-density polyethylene: 0.5 MMTPA
- High-density polyethylene: 0.5 MMTPA
- Benzene, toluene, and butadiene: around 0.4 MMTPA
These products are essential for various industries such as transport, pharmaceuticals, paints, and packaging, and are expected to significantly cut down import dependencies.
Regional Development and Future Prospects
The refinery is anticipated to drive industrial growth in the region by utilizing locally available Mangala crude and supporting the establishment of a petrochemical and plastic park. This initiative aligns with broader efforts to enhance India's self-reliance in energy and petrochemicals, fostering economic resilience and sustainable development.
