During his budget speech, CM Fadnavis unveiled The Maharashtra Global Capability Centre (GCC) Policy, 2025, a comprehensive framework designed to propel the state's position in the global technology sector. "Through this policy, 400 new GCC units will be established in the state with the goal of creating 4 lakh high-skill job opportunities," he announced, highlighting the dual focus on investment and employment generation.

Industry estimates reveal that Pune already hosts over 360 operational GCCs, primarily concentrated in engineering and product development domains. This robust presence is supported by a strong foundation in IT and manufacturing sectors. When combined with Mumbai, Maharashtra boasts a total of 720 GCC units currently in operation.

According to a report by IT industry body Nasscom, Pune offers several compelling advantages for global enterprises:

Market reports indicate that GCCs have become the prime movers of commercial real estate in Pune. Moinuddin Patel, Pune Managing Director of Cushman & Wakefield, elaborated: "The city offers a strong combination of modern office infrastructure, a well-established IT–ITES base, and a mature engineering and manufacturing ecosystem. Proximity to Mumbai and improved access through the upcoming Navi Mumbai International Airport further enhance Pune's appeal for global enterprises."
