Punjab Government Announces Stamp Duty Waiver for Industrial Plot Conversion

The Punjab government has officially notified a one-time stamp duty waiver for the conversion of industrial plots from leasehold to freehold status. This significant policy move, announced on March 30, received its formal notification today, creating an immediate application window for business owners.

Short Deadline Creates Immediate Backlash

Industrialists across Punjab have strongly criticized the implementation timeline, noting that the official notification leaves them with just eight days to submit applications before the April 30 deadline expires. Business leaders have termed this window "unreasonable" and are demanding an immediate extension to allow proper processing.

The waiver, issued by the Department of Revenue, Rehabilitation and Disaster Management, applies to lease, conveyance, and sale deeds for allottees under the state's July 2025 industrial policy. To benefit from this scheme, plot holders must submit their applications by April 30 and ensure the deed is registered within six months of receiving the conversion approval letter.

Industrialists Cite Multiple Implementation Hurdles

Industry representatives have identified several significant obstacles to meeting the current deadline. These include a lack of clarity regarding applicable rates, insufficient time to arrange necessary bank documentation, and the upcoming weekend that further reduces available working days.

Approximately 12,000 leasehold plots across Punjab qualify for this conversion scheme, including 2,400 plots in Ludhiana under the Punjab Small Industries and Export Corporation (PSIEC). This represents a substantial portion of the state's industrial infrastructure that could benefit from regularized property titles.

Conflicting Messages from Officials and Industry Leaders

During a recent meeting at the Confederation of Indian Industry (CII) office on Chandigarh Road, PSIEC Estate Officer Ankur Chaudhary urged industrial units to apply quickly and promised official assistance with the process. However, this encouragement has been met with skepticism from business leaders who question the feasibility of the timeline.

Badish Jindal, President of the World MSME Forum, has been particularly vocal in calling for the deadline to be extended to June. He emphasized that industrialists need adequate time for proper financial evaluation and planning before committing to the conversion process.

Industry Representatives Demand Reasonable Extension

Other prominent industry voices, including Mandeep Singh and Dharam Singh Sekhon, have argued that businesses require between 15 to 50 additional days to properly handle the necessary paperwork. They warn that without a reasonable extension, a significant portion of Punjab's industrial sector might miss out on the long-term financial benefits of regularizing their property titles.

The controversy highlights the tension between government policy implementation and practical business considerations. While the stamp duty waiver represents a potentially valuable opportunity for industrial plot holders, the compressed timeline threatens to undermine its effectiveness and accessibility.
