The long-awaited Purandar international airport project in Maharashtra is poised to take a significant step forward as the Maharashtra Industrial Development Corporation (MIDC) prepares to release crucial funds for land acquisition. Senior officials have confirmed that the financial arrangements are in their final stages, with the capital expected to be transferred to the district administration within the coming week.
Financial Arrangements Finalized for Land Acquisition
According to senior MIDC officials who spoke on Monday, negotiations with financial institutions have reached their conclusive phase. A department of industries representative confirmed that the necessary capital for purchasing approximately 3,000 acres of land has been secured, with no further obstacles anticipated. "The process is in its final phase. The amount should be released to the district administration in the coming week, allowing them to commence ground operations," stated a senior MIDC official.
The state government has authorized MIDC to raise approximately ₹6,000 crore specifically for acquiring land across seven villages in Purandar taluka: Pargaon, Khanwadi, Munjawadi, Ekhatpur, Kumbharvalan, Vanpuri, and Udachiwadi. This substantial funding will facilitate one of the largest land acquisition projects in recent Maharashtra history.
District Administration Ready to Proceed
Pune district collector Jitendra Dudi emphasized that the entire land acquisition process hinges on the arrival of these funds. "Once the amount is received, we will announce the official rates and move ahead with sale agreements. We already have consent from over 90% of landowners," Dudi explained. The district administration has already submitted proposals to finalize land rates but awaits the credit transfer before initiating formal sale agreements.
To ensure rapid execution once funding arrives, district officials have developed a comprehensive workflow plan. This includes announcing compensation rates, identifying survey numbers, signing consent awards, releasing payments, and updating 7/12 land records. Remarkably, officials plan to conduct sale deed transactions simultaneously across all seven affected villages to expedite the process.
Local Farmers Express Mixed Sentiments
Despite the high consent rate reported by officials, local farmers have expressed frustration over past delays in the project. A landowner from Khanwadi noted that while community members have participated in meetings for months, significant uncertainty remains about the actual timeline. "We need clarity on compensation rates and a strict timeline. Once the government starts the actual payments, the process will gain momentum," he stated.
Another farmer from Pargaon added that while the community is generally ready to cooperate with the development, they expect "fair rates and quick disbursement" for a project that has been discussed for years without substantial progress. These sentiments highlight the delicate balance between development goals and community concerns that officials must navigate.
Government Resolution and Financial Conditions
The state government recently issued a formal resolution allowing MIDC to secure the ₹6,000 crore loan from the Housing and Urban Development Corporation (HUDCO) or other financial institutions at competitive rates. This approval comes with strict financial conditions, including compliance with fiscal responsibility and budget management (FRBM) norms, ensuring that the borrowing adheres to established financial protocols.
The massive project affects approximately 8,500 landowners across the seven villages. Of the total 3,000 acres being acquired, 1,216 hectares are specifically earmarked for the airport infrastructure, while 248 hectares are set aside for developed plot allotments to project-affected persons as part of the rehabilitation package.
Timeline and Procedural Considerations
While the administration is aiming for a May-end deadline to complete the initial land acquisition process, officials acknowledge that procedural complexities may extend the timeline into June. The simultaneous processing across multiple villages presents both opportunities for efficiency and challenges in coordination that could affect the final schedule.
