In a significant move to revitalize industrial areas across Rajasthan, the Rajasthan State Industrial Development and Investment Corporation (RIICO) has launched a digital initiative allowing industrial plot allottees to modify their permitted activities through a newly established online portal.

New Flexibility for Industrial Land Use

The transformation began in October when RIICO's board announced substantial changes to land use regulations within industrial zones. This week, the corporation operationalized this policy by unveiling a dedicated online platform where industrial plot holders can formally request alterations to their approved operations.

The primary objective behind this strategic shift is to make land utilization more practical, transparent, and aligned with contemporary industrial requirements. A senior RIICO official emphasized that the updated framework will provide businesses with much-needed operational flexibility while simultaneously enhancing state revenue and accelerating industrial growth.

Revised Fee Structure and Conversion Charges

Industrial units seeking to modify their activities must submit applications through the new portal along with necessary documentation and a non-refundable processing fee of Rs 25,000. Each application will undergo thorough examination before final approval, which will be granted upon payment of applicable conversion charges.

The revised fee structure introduces tiered pricing based on the nature of conversion:

  • Industrial to commercial use: Twice the prevailing industrial rate in the area
  • Conversions to residential or institutional use: 1.5 times the industrial rate
  • Mixed-use development: Maximum applicable rate
  • Commercial to industrial or residential use: Only 0.10 times the industrial rate

Strategic Caps and Committee Oversight

RIICO has implemented a crucial safeguard by capping non-industrial conversions at 20% of the total scheme area within any industrial estate. However, recognizing that some projects may require special consideration, the corporation has empowered its Infrastructure Development Committee (IDC) to review proposals that exceed this threshold.

This balanced approach ensures that industrial areas retain their core character while accommodating evolving business needs. The policy is expected to generate substantial employment opportunities across Rajasthan by encouraging diversified development and attracting new investments.

The online portal, activated on Wednesday, represents RIICO's commitment to digital governance and streamlined processes. By moving applications online, the corporation aims to reduce bureaucratic delays and provide quicker responses to businesses seeking to adapt to changing market conditions.
