Vizhinjam-Navaikulam Outer Ring Road Project Gains Momentum with Environmental Clearance Expected
The ambitious Vizhinjam–Navaikulam Outer Ring Road project in Kerala has received a significant boost, with the Union Ministry of Environment, Forest and Climate Change (MoEFCC) anticipated to grant environmental clearance (EC) for the revised alignment later this month. This development is poised to clear a crucial hurdle for the high-profile highway corridor planned for the capital region of Thiruvananthapuram.
Revised Alignment and Environmental Survey
The National Highways Authority of India (NHAI) confirmed that the Centre had previously withdrawn the environmental clearance granted for the Vizhinjam–Thekkada stretch. This decision followed modifications to the detailed project report (DPR), which were implemented to address environmental concerns and adjust the alignment in specific sections, including the incorporation of tunnels.
As part of a fresh appraisal process, MoEFCC appointed Ultratech Environmental Consultancy and Laboratory to conduct a comprehensive environmental survey along the proposed corridor. The EC for the initial section was granted in 2023. According to reliable sources, the consultancy firm completed its field study last week and is scheduled to submit its report to the Union ministry on Tuesday.
Procedural Steps and Project Progress
Following the submission of the environmental report, the proposal is expected to be reviewed by the Public Private Partnership Appraisal Committee at a high-level meeting likely to be held this week. The committee's approval represents a vital step before the project advances towards financial closure and final clearances.
NHAI officials have emphasized that the project is progressing as planned, despite speculation about potential delays due to the upcoming assembly elections. A senior NHAI official stated, "The election model code of conduct will not affect the ongoing procedural steps or the progress of the project." This statement dismisses reports suggesting that the authority had decided to place the project on hold until a new government assumes office in the state.
Land Acquisition and Compensation
Once the environmental clearance is secured, the land acquisition process and compensation payments to affected landowners are expected to commence. Action council convener S Chandramohan Nair reported that NHAI officials have assured residents that compensation will be disbursed promptly after the environmental clearance is granted.
Project Overview and Significance
The proposed Outer Ring Road, officially notified as NH 866, is a key infrastructure initiative designed to enhance connectivity to the Vizhinjam International Seaport and alleviate traffic congestion in and around the state capital. The corridor will link Vizhinjam on the southern coast to Navaikulam near the Kollam border, traversing several suburban areas.
