Kolhan Region Grapples with Prolonged LPG Cylinder Delays and Black Market Issues

Consumers of domestic LPG cylinders in the Kolhan region, encompassing areas like Jamshedpur, Adityapur, and Chaibasa, are experiencing significant disruptions, with many reporting delays of 10 to 12 days after booking. This situation has led to widespread inconvenience and the emergence of a black market, prompting local authorities to take action.

Consumer Complaints Highlight Delivery Failures

Soma Halder, a working professional from Jamshedpur, shared her frustration, stating, "I booked a cylinder 10 days ago but have yet to receive it. When I call the IOCL gas agency to inquire about the status, they do not answer. I don’t know what I will do once my current cylinder runs out." Similarly, Seema Singh, a banker from Adityapur, noted a disconnect between official claims and reality. "According to social media posts by PSU oil companies, domestic supply is fully normal, but the ground reality is very different. I booked a cylinder 11 days ago with a BPCL agency and still haven’t received delivery." She added that touts outside agencies are offering cylinders at twice the original price, with some neighbors forced to buy from them due to fuel shortages.

Impact on Small Businesses and Daily Life

The delays are severely affecting small business owners. Mohan Sahu, a tea stall owner from Chaibasa, explained, "I don’t have a commercial LPG cylinder and rely on domestic gas. Due to the delay, I have been forced to keep my shop closed. I booked a cylinder 12 days ago and am still waiting. I cannot afford to pay three times the price in the black market." He also mentioned that agencies are not delivering cylinders to doorsteps, exacerbating the problem for many residents.

Administration Crackdown on Black Marketing

In response to these issues, the West Singhbhum district administration conducted raids on Saturday to target illegal LPG activities. Anurag Toppo, SDO (Sadar) of Chaibasa, stated, "Multiple areas were raided to catch those refilling smaller cylinders from domestic LPG cylinders and selling them on the black market at higher prices." During the operations:

  • A total of 14 domestic cylinders were seized, some of which were empty.
  • Equipment used for refilling was confiscated.

The administration has issued a stern warning, emphasizing that strict action will be taken against those involved in black marketing, with raids set to continue in the coming days. Notably, similar raids were conducted last week in Jamshedpur by the East Singhbhum district administration following consumer complaints, and operations also occurred in the Adityapur area.

Broader Implications and Government Promises

This situation highlights a gap between government assurances and actual service delivery. The Centre had previously promised delivery within 2.5 days of booking, but current delays far exceed this timeframe. The ongoing raids aim to restore normalcy and ensure fair access to essential cooking fuel for all residents in the Kolhan region.
