Uttar Pradesh Government Approves Interim Minimum Wage Hike Amid Worker Protests
The Uttar Pradesh government on Tuesday sanctioned an interim increase of approximately 21% in minimum wages for workers in Gautam Buddh Nagar and Ghaziabad. This decision comes in response to extensive protests by thousands of factory workers in Noida, who demanded better pay and improved working conditions.
Details of the Wage Revision
The new minimum wage structure, which applies across various worker categories, will be implemented retrospectively from April 1. The revised wages were finalized by a high-powered committee and received approval late on Monday night. Gautam Buddh Nagar District Magistrate Medha Roopam confirmed the development, stating, "The wage increase has been done by the high-powered committee... The decision was approved by CM UP late last night."
Breakdown of Revised Wages
The wage revision varies by region and skill level:
- Gautam Buddh Nagar and Ghaziabad: These areas have seen the most significant adjustments.
- Unskilled workers will now receive Rs 13,690 per month, up from Rs 11,313.
- Semi-skilled workers will earn Rs 15,059 monthly.
- Skilled workers will be paid Rs 16,868 per month.
- Other Municipal Corporation Areas:
- Unskilled workers: Rs 13,006 per month.
- Semi-skilled workers: Rs 14,306 monthly.
- Skilled workers: Rs 16,025 per month.
- Other Districts in Uttar Pradesh:
- Unskilled workers: Rs 12,356 per month.
- Semi-skilled workers: Rs 13,591 monthly.
- Skilled workers: Rs 15,224 per month.
Background of the Protests
The wage revision follows widespread demonstrations by factory workers in Noida on Monday, where an estimated 40,000 to 45,000 workers gathered at nearly 80 to 83 locations across the Gautam Buddh Nagar commissionerate. Key industrial hubs such as Sector 62, Phase-2, Sector 63, Sector 60, Sector 84, and parts of Greater Noida were affected. Clashes erupted during the protests, prompting the government to establish a committee to mediate between workers and employers.
Government's Response and Additional Measures
Uttar Pradesh Chief Minister Yogi Adityanath has urged employers to ensure timely wage payments, provide appropriate overtime compensation, and guarantee weekly offs, bonuses, and social security benefits. He also emphasized maintaining safe working conditions, particularly for female workers.
The government stated that it assessed all feedback and objections before finalizing the revision, aiming for a "balanced and practical" outcome. The committee is working to resolve the issue through dialogue and coordination, while considering measures to address industries facing global challenges like rising input costs and falling exports. Workers' demands on wages, overtime, safety, and working conditions remain "relevant and important."
Future Considerations and Clarifications
An interim wage revision linked to indexation is under consideration, and the process for final wage determination will be based on recommendations from a wage board to be formed soon. Additionally, the government dismissed social media claims suggesting a uniform minimum wage of Rs 20,000 per month as "fake and misleading," clarifying that no such order has been issued. Work on fixing a national "floor wage" is still underway at the central level.
