Auda Chairman Granted Authority for Gokuldham Township Development Permissions
In a significant administrative development, the chairman of the Ahmedabad Urban Development Authority (Auda) has been granted the power to issue development and revised development permissions for agricultural land within the Gokuldham township. This decision comes twelve years after Auda initially approved the comprehensive layout plan for this expansive township located in Sanand taluka, adjacent to Ahmedabad city.
Historical Background of Gokuldham Township
The Gokuldham township spans more than 10 lakh square metres (over 100 hectares) of land. The journey began on October 8, 2002, when Auda approved the comprehensive layout plan for this development. According to the General Development Control Regulations provisions in effect at that time, the plan covered more than 50 hectares of land.
Under Residential Zone 2 classifications, the regulations permitted an FSI (Floor Space Index) of 1.2, building heights up to 10 metres, and ground coverage up to 45%. These parameters established the foundational guidelines for what would become one of the region's significant township developments.
Progressive Development Approvals
On October 16, 2006, Auda approved the amalgamation and sub-plotting for 8.1 lakh square metres of township land. This area comprised 6.2 lakh square metres designated as Residential Zone 2 and 1.9 lakh square metres classified as agricultural zone.
The development gained further momentum on September 20, 2008, when development permission was granted for 1,265 residential units. Subsequently, on March 24, 2011, an additional 1.8 lakh square metres of land in the agriculture zone was integrated with the previously laid-out land.
This integration brought the total land area under consideration to 10.1 lakh square metres, for which approval was sought from Auda for revised development permissions. On June 10, 2011, Auda granted revised development permission for 3,380 units across 25 sectors covering this entire 10.1 lakh square metres of land.
The Dispute and Resolution Process
A dispute concerning the township emerged in April 2014, leading to the suspension of development and revised development permissions. This created uncertainty around the future of the Gokuldham township project and affected planned development activities.
To resolve this impasse, Auda sought guidance from the state's additional chief secretary through formal letters dated August 1, 2014, and August 25, 2014. These communications outlined the complexities of the situation and requested clarification on the appropriate administrative path forward.
Based on the advocate general's legal opinion regarding the matter, a proposal was formulated to delegate authority to Auda's chairman for granting development and revised development permissions specifically for the agricultural land within the township. This proposal has now been officially approved, marking a resolution to the long-standing dispute.
Significance of the Decision
The delegation of authority to Auda's chairman represents a streamlined approach to development permissions for the agricultural portions of the Gokuldham township. This decision is expected to facilitate more efficient processing of development applications and provide clearer administrative pathways for future development activities within the township.
