Goa Government Selects Firm for Major Convention Centre Development

The Goa state government has finalized the selection of a firm to develop a comprehensive International Convention Centre cum Convention Hotel and associated downstream facilities at Dona Paula. This ambitious project will be executed on a design, build, finance, operate, and transfer (DBFOT) basis under a public-private partnership (PPP) framework, with a substantial investment of Rs 5,790 crore.

Project Specifications and Infrastructure Details

The planned convention centre is designed to feature a main hall with a seating capacity of no less than 5,000 individuals. It will include a separate, centrally air-conditioned exhibition hall alongside open-air exhibition space to accommodate various event formats. Additionally, the complex will house a four-screen multiplex cinema with a combined seating capacity of at least 800 seats. A convention hotel, comprising no fewer than 300 rooms, is also an integral part of the development to support extended stays for international and domestic delegates.

Land Allocation and Concession Terms

The government will transfer approximately 2.8 lakh square meters of land to the successful bidder, M/s Valor Estate Ltd, for a concession period extending 60 years. This land has been strategically reallocated from the Info Tech Corporation of Goa to the Department of Public-Private Partnership, which was formerly the finance department's PPP division, specifically for this international convention centre initiative.

Strategic Rationale and Tourism Potential

Chief Secretary V Candavelou emphasized in the cabinet note that Goa is recognized among the top five states in India for its Meetings, Incentives, Conferences, and Exhibitions (MICE) tourism potential. However, the state currently lacks the formal, integrated infrastructure necessary to fully capitalize on its strong global brand equity. Existing venues, such as the Shyama Prasad Mukherjee Stadium, are limited by issues like inadequate modularity and connectivity, which restrict their utility for large-scale international events.

Candavelou stated: "A signature convention centre, supported by entertainment and lifestyle hubs, would significantly increase Goa's event visitation figures and position it as a South Asian convention powerhouse. Goa at present lacks integrated convention infrastructure; MICE tourism is underutilised despite strong brand equity."

Bid Evaluation and Financial Aspects

The Bid Evaluation Committee conducted a thorough technical evaluation of the submitted proposals, with two out of three bidders meeting the technical qualifications. The state government accepted the financial bid from M/s Valor Estate Ltd, which offered an upfront fee of Rs 108 crore, making it the highest bidder. This selection underscores the competitive nature of the bidding process and the confidence in Valor Estate's capability to deliver the project.

Permissible and Prohibited Activities

The concessionaire is authorized to develop any permissible facilities, works, or services beyond the mandatory requirements, provided they comply with relevant development control regulations and obtain all necessary permits. However, the government has outlined specific prohibited activities to ensure the project aligns with its vision for a world-class convention destination.

Prohibited activities include, but are not limited to:

  • Use of built-up space for warehousing purposes
  • Industrial activities or automobile repair services
  • LPG godowns or storage of hazardous materials
  • Any activities involving hazardous, inflammable, non-compatible, or polluting substances or processes

This comprehensive development is poised to transform Goa's tourism landscape, enhancing its appeal as a premier destination for global conferences and exhibitions while driving economic growth through increased visitor numbers and job creation.
