Gurgaon Authorities Crack Down on Unauthorised Construction by Orris Infrastructure
In a significant enforcement action, the district town planner (enforcement) in Gurgaon has issued a show-cause notice to Orris Infrastructure on March 5, targeting alleged unauthorised construction at a commercial site located within a residential colony in Sector 89. The notice, issued under Section 10(2) of the Haryana Development and Regulation of Urban Areas Act, 1975, accuses the developer of deviating from approved building plans at a 3.8-acre commercial site. Authorities allege that Orris Infrastructure erected concrete pillars, tin sheds, and iron girders in front of shops and in common areas. These structures are said to not conform with the sanctioned layout, thereby violating established planning regulations.
District town planner (enforcement) Amit Madholia provided context, noting that an occupation certificate for the broader residential plotted colony—spanning sectors 89 and 90 and covering over 101 acres—was granted in November 2025. However, the recent construction in the commercial pocket is alleged to contravene the approved building and floor plans, raising concerns about compliance with urban development standards.
Legal Framework and Enforcement Actions
Citing Section 3B of the Act, Madholia emphasized that no person is permitted to erect or re-erect any building in a licensed colony except in accordance with approved plans and conditions specified by the government or competent authority. The department has classified the additional structures as unauthorised alterations, making the developer liable for stringent action.
Since no reply to the notice has been received so far, authorities are proceeding with issuing a restoration order and further measures as per legal provisions. The enforcement wing has directed Orris Infrastructure to immediately remove the alleged illegal construction and restore the site to align with approved plans. Additionally, the developer has been asked to submit authenticated copies of the sanctioned building plans and the occupation certificate to support its case.
