This initiative marks the authority's first new sector development in Gurgaon in two decades, aiming to create fresh residential and commercial zones under planned development norms.

The primary objective of this large-scale acquisition is to alleviate pressure on existing urban centers while ensuring a steady supply of serviced plots. HSVP officials emphasize that this expansion is crucial to meet rising housing demands, support upcoming infrastructure projects, and strengthen long-term urban planning across the region.

"Years of limited sector expansion allowed private developers to dominate supply, sharply increasing costs and densifying existing urban pockets," explained a senior HSVP officer. The authority's two-decade pause in new developments was attributed to land-related legal disputes, acquisition delays, shifting policy priorities, and an administrative focus on private-developer-led growth models.

Phased Land Procurement Strategy

HSVP plans to procure approximately 1.8 lakh acres statewide through a phased approach, with 23,739 acres targeted specifically in Gurgaon. The acquisition will utilize both direct purchase and consent-based mechanisms, with interested landowners able to upload plot details on a dedicated portal for verification by estate officers.

The first phase, scheduled to begin next month following a February 23 directive, involves around 17,358 acres across 51 sectors in Gurgaon. Subsequent phases will focus on Sohna and Gwalpahari areas, with additional acquisitions planned in Farukhnagar.

Key Development Corridors Identified

In Gurgaon, HSVP has pinpointed multiple high-growth corridors for future expansion, requiring approximately 24,000 acres for phased development. Key clusters include:

  • Southern Peripheral Road (sectors 76-80)
  • Dwarka Expressway belt (sectors 99A-104)
  • New Gurgaon along NH8 (sectors 82A-86)
  • Pataudi-Farukhnagar stretch (sectors 88A, 89A, 95A, 95B)

Some of these new sectors are expected to be launched in the first half of 2026, bringing much-needed relief from spiraling land and housing prices that have made property unaffordable for many residents.

Historical Context and Recent Developments

While HSVP hasn't developed new residential real estate in Gurgaon for over twenty years, the authority previously developed sectors 1–57 under the Gurgaon-Manesar Development Plan, totaling 115 sectors. Most of the city—excluding SPR and Dwarka Expressway areas—has been developed by HSVP or falls under its jurisdiction.

In a parallel administrative enhancement, the state government recently dissolved the Haryana Housing Board and merged it with HSVP during the ongoing assembly session. This merger aims to improve administrative efficiency, streamline housing delivery, and strengthen integrated urban planning. HSVP will now also assume responsibility for developing housing for economically weaker sections, a mandate previously handled exclusively by the housing board.

Public Expectations and Market Impact

Residents anticipate that new HSVP sectors will introduce planned residential zones with wider road networks, public greens, commercial corridors, and reserved land for essential facilities like schools, hospitals, police stations, and utilities.

Statewide Implementation Framework

The land procurement initiative extends beyond Gurgaon, with Chief Minister Nayab Singh Saini approving acquisitions across Haryana under the E-Bhumi Scheme in various urban estates where draft or final development plans have been published. HSVP has instructed its estate offices statewide to initiate the procurement process according to a phase-wise schedule approved by the chief administrator.
