Residents Allege Illegal Commercial Construction in Mohali's Sukhna Enclave

The residents of Sukhna Enclave in Kansal, Mohali, are locked in a tense standoff with the family of a former police officer. They allege that a commercial structure, intended to operate as a club, is being illegally constructed on residential plots right in the heart of their housing society. The Sukhna Enclave Residents Welfare Association (RWA) has escalated the matter, prompting the Mohali administration to finally issue a warning of strict action.

Formal Complaints and Alleged Inaction

The conflict came to a head when P S Bhinder, president of the Residents Welfare Association, filed an official complaint with the Mohali Deputy Commissioner on October 1, 2025. In his complaint, Bhinder highlighted that the construction blatantly violates the approved Master Plan of Nayagaon, which designates the area strictly for residential use. Despite this formal complaint and several reminders, residents claim no concrete action was taken, allowing the construction to proceed at a rapid pace.

Frustrated by the perceived administrative delay, Bhinder sent a detailed email reminder to the Deputy Commissioner on December 26, 2025. He stated that the illegal work was continuing "at full pace," even after the authorities had been alerted. "We are distressed to bring to your notice that no action has been taken on our complaint so far," Bhinder wrote, questioning why field staff had not taken steps to permanently halt the construction.

A Dangerous Precedent and Wider Concerns

Residents are deeply concerned that this case could set a dangerous precedent. An RWA member pointed out that the law is being "openly flouted," with construction activities continuing day and night. They also raised a broader issue, alleging that banquet halls, clubs, and other commercial buildings are mushrooming in the area with impunity. This is particularly contentious as the Sukhna Lake catchment zone is under a construction ban imposed by the Punjab and Haryana High Court.

The RWA has submitted photographic evidence showing the expansion of the illegal structure between October and December 2025. They have now made an urgent appeal to the Deputy Commissioner to intervene decisively and take strict action "once and for all" to protect the residential character of the society.

Administration's Response and Promise of Action

When contacted, Mohali Deputy Commissioner Komal Mittal responded to the allegations. She stated that when the matter was first brought to their notice, teams were dispatched to the site and the work was stopped. Addressing the fresh complaints, Mittal said, "If construction has resumed, I will direct the officials concerned to inspect the site on Sunday and ensure that the work is halted immediately." She assured that strict action will be taken against anyone found violating the orders.

The situation remains tense as residents await the promised inspection and action. The outcome of this case is being closely watched, as it will test the administration's resolve in upholding zoning laws and preventing unauthorized commercial encroachment in residential neighborhoods.
