Karnataka Government Moves Forward with Apartment Ownership Act to Foster Vertical Growth in Bengaluru
In a significant development aimed at addressing urban expansion challenges, the Karnataka government declared on Thursday its intention to proceed with the Karnataka Apartment Ownership and Management Act 2025 (KAOMA). The administration plans to issue an ordinance soon, a move anticipated to positively impact lakhs of apartment dwellers across the state.
Assembly Debate Spurs Action on Long-Pending Legislation
During a legislative assembly discussion focused on Bengaluru's urban development, Deputy Chief Minister DK Shivakumar confirmed that the ordinance would be promulgated following consultations with stakeholders and elected representatives. This announcement came in response to persistent demands from BJP members, led by Opposition Leader R Ashoka, who highlighted the urgent need for such a law to address the concerns of apartment residents.
Shivakumar acknowledged the delays, stating, "If not for a few clarifications, we would have brought in the Act by now. Nevertheless, we will go ahead with an ordinance. But prior to that, I will hold a meeting with Bengaluru MLAs and discuss some issues with you (Ashoka)."
Shift Towards Vertical Expansion to Overcome Land Constraints
The debate also emphasized the necessity of vertical growth in Bengaluru due to severe land limitations. Senior BJP member CN Ashwath Narayan advocated for increased floor area ratio (FAR) to promote self-contained urban environments. He remarked, "It may sound as if we are helping builders. But by giving more floor area ratio, it will help create self-containing cities. The government must think in that direction."
Echoing this sentiment, Deputy CM Shivakumar outlined a strategic pivot in the city's development model. "We have realized there is no scope for horizontal growth, and vertical growth is the need of the hour. We will focus on vertical growth through the Bangalore Development Authority (BDA), barring a few exceptional cases," he said. Additionally, he called for cooperation in formulating a dedicated parking policy to complement this growth strategy.
Positive Reception from Apartment Federation and Broader Implications
The proposed ordinance has been warmly welcomed by the Bangalore Apartment Federation (BAF). Satish Mallya, President of BAF, expressed gratitude, saying, "We thank both Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivakumar for bringing the KAOMA discussion to a conclusion in the assembly... We believe this Act will usher in greater transparency, accountability, and empowerment for millions of apartment residents across Karnataka."
