The construction contract for extending the flyover along S V Road from Ram Mandir Road to Relief Road was originally approved at Rs 209.64 crore, inclusive of various taxes. However, the latest figures reveal a staggering escalation of Rs 38.33 crore, bringing the total project cost to Rs 247.97 crore. This substantial increase represents a dramatic budget overrun that has alarmed civic representatives across political affiliations.
The construction work is being executed through the joint venture company MEPL-GYAN JV, whose performance and cost management practices are now under the microscope. The proposal for final approval of these escalated costs was deferred following vigorous debate among committee members who highlighted multiple systemic failures.

Corporators from various political parties united in their criticism of the project's management. UBT Shiv Sena corporator Yashodhar Phanse, who initiated the call for a site visit, questioned the prolonged delay in completing the flyover extension, noting that the project has remained pending for over seven years without satisfactory progress.
BJP corporator Priti Satam raised fundamental questions about the initial planning process and the consultant's estimates. "How is it possible that such significant discrepancies only surfaced after four years of work?" she demanded during the committee proceedings. Satam went further to suggest the possibility of a concerning nexus between the project consultant and the contractor, calling for thorough investigation.
Accountability Demands and Financial Irregularities
Congress group leader Ashraf Azmi challenged the lack of accountability mechanisms, questioning why no penalties had been imposed on the contractor despite the extensive project delays. He specifically highlighted the allocation of nearly Rs 15 crore toward resurfacing work and noise barrier installation, asking why these substantial expenditures weren't identified and approved during earlier planning stages.
Leader of the House Ganesh Khankar insisted that both the project consultant and civic engineers must be present during the upcoming site inspection to provide detailed explanations for the cost escalation. This demand reflects growing frustration with what many committee members perceive as inadequate oversight and justification for the ballooning budget.

Standing committee chairman Prabhakar Shinde announced that committee members will conduct a joint site visit to the Goregaon project location accompanied by municipal officials.
