Major Boost for Mumbai Slum Redevelopment: 7 Lakh Residents to Benefit

In a significant move aimed at transforming urban housing in Mumbai, approximately seven lakh slum dwellers are set to benefit from the newly emphasized Slum Cluster Redevelopment scheme. This development was highlighted during the 16th meeting of the Slum Rehabilitation Authority (SRA), chaired by Chief Minister Devendra Fadnavis at the Sahyadri state guest house on Friday.

Shift Towards Integrated and Sustainable Development

SRA chief Mahendra Kalyankar announced that the government is pivoting towards integrated and sustainable development under the Slum Cluster Redevelopment scheme, aligning with the state housing policy for 2025. This strategic shift comes in response to challenges such as limited response to joint venture projects, stalled initiatives, and unviable schemes that have hindered progress in the past.

"Considering the limited response to joint venture projects, stalled projects and unviable schemes, the government has decided to promote integrated and sustainable development under the Slum Cluster Redevelopment scheme in line with the state housing policy, 2025," stated Kalyankar. He added that the process of identifying specific slum cluster areas for this initiative is currently underway, marking a proactive step towards implementation.

Enhanced Funding for Key Projects

During the meeting, substantial financial approvals were granted to accelerate redevelopment efforts. An additional Rs 97 crore was sanctioned for the Mata Ramabai Ambedkar Nagar and Kamaraj Nagar redevelopment project, which is being undertaken by the Mumbai Metropolitan Region Development Authority (MMRDA). This infusion of funds increases the total allocation for this project to Rs 597 crore, underscoring the government's commitment to revitalizing these critical areas.

Furthermore, approval was granted for Rs 333 crore dedicated to the construction of the Lokshahir Annabhau Sathe international memorial at Ghatkopar. To ensure the expeditious completion of this memorial, directions were issued to provide housing under the rental housing scheme for ineligible slum dwellers affected by the project, thereby addressing displacement concerns and facilitating smoother execution.

Comprehensive Review and Staff Absorption

Chief Minister Fadnavis instructed authorities to undertake a comprehensive review of the rehabilitation tenements available under various slum rehabilitation schemes. This move aims to optimize resource allocation and enhance the efficiency of housing delivery to beneficiaries.

In a related administrative decision, the CM approved the absorption of BMC engineers working with the SRA as permanent employees of the authority. This includes 30% of the total sanctioned strength of engineers, along with clerical staff and Group D employees on contract with the SRA. The SRA is widely regarded as one of the most lucrative postings for engineers, with reports indicating lobbying efforts to extend tenures beyond the standard three-year period. Notably, many engineers have reportedly declined to return to the BMC even after a decade of service with the civic body, highlighting the appeal of SRA positions.

This series of approvals and initiatives reflects a concerted effort by the Maharashtra government to address urban housing challenges through strategic policy shifts, increased funding, and streamlined administrative processes, ultimately aiming to improve living conditions for lakhs of slum residents in Mumbai.
