Noida Sports City Gets Conditional OC, Relief for 20K Buyers

In a significant move offering a ray of hope to thousands of homebuyers, the Noida Authority has issued a conditional occupancy certificate for the long-stalled Sports City project in Sector 150. This decision, taken during a board meeting on Saturday, follows a pivotal Supreme Court order from November 24 that approved a revival framework for the project.

A Path to Revival After Supreme Court Nod

The Supreme Court's intervention has broken a nearly three-year deadlock, providing crucial relief to an estimated 20,000 homebuyers who have been anxiously waiting for possession or registration of their flats. The apex court directed the Noida Authority to lift the ban imposed on the developer, Lotus Green Constructions, back in January 2021. This lifting of the ban must be completed within 30 to 45 days of the court's November order, allowing work to resume.

As part of the revival blueprint, Lotus Green has proposed a structured payment plan for its substantial dues. The developer has committed to paying 20% of its outstanding amount within two months of the approval of a revised master plan. The remaining balance is to be cleared in six half-yearly instalments over the next three years.

Commitments and Conditions for Completion

The revised master plan, which will be presented to the Noida Authority board within the next 30 days, must adhere to the original Sports City scheme. This mandates that 70% of the land be dedicated to sports facilities, with the remaining 30% allocated for residential and commercial development. Upon approval of this plan, the developer has committed to a strict timeline.

All sports facilities are to be completed within three years, while the remaining residential and commercial components must be finished within five years. The Supreme Court also granted important concessions, including zero-period benefits for recalculating dues during the pandemic period from March 1, 2020, to March 31, 2022. Furthermore, the court permitted the developer to explore joint ventures or co-development, subject to the authority's approval.

A spokesperson for Lotus Greens expressed gratitude, stating, "We are thankful to the Apex court, UP govt and Noida Authority. It's a win for all stakeholders including thousands of home buyers, who stood with the consortium members during difficult times."

Financial Dues and Ongoing Oversight

According to official records from the Noida Authority, Lotus Green and its consortium partners owe approximately Rs 4,200 crore. Of this massive sum, around Rs 100 crore has been deposited recently. The Supreme Court will maintain oversight, with the next compliance review hearing scheduled for January 15, 2026. The court has clarified that its order is specific to this case and will not set a precedent, warning that non-compliance could lead to cancellation of the allotment and re-auction of the land.

Broader Push to Resolve Stalled Projects

Separately, the Noida Authority board reviewed progress on the implementation of the Amitabh Kant committee's policy, which was formed to address the widespread crisis of stalled real estate projects across Noida, Greater Noida, and the Yamuna Expressway region. The committee's recommendations include a rehabilitation framework offering relief to developers, such as a zero-period waiver on interest and penalties, and rescheduling of payments.

A key requirement for developers to avail these benefits is an upfront payment of 25% of their outstanding land dues. Officials reported that out of 57 identified stalled projects, 36 have availed benefits under this policy as of December 31, 2025. However, 11 developers have only made partial payments against the required 25%, and four projects have made no payment at all despite giving consent.

To date, the policy has facilitated the registration of flats for 4,134 homebuyers, with registrations for a total of 6,855 flats now ensured. The Authority has collected a total of Rs 872 crore through the 25% upfront payments, partial amounts, and instalments.

Other Authority Decisions

In other developments from the board meeting, the Authority approved proposals to set up Sewage Treatment Plants (STPs) near drains for better wastewater management. Expressions of Interest (EOIs) will be issued to hire agencies for the design, construction, and operation of these STPs.

The board also moved forward with selecting a consultant to prepare a comprehensive city logistics plan. Presentations were obtained from the School of Planning and Architecture, New Delhi, and IIT Roorkee for this purpose.
