The Odisha Urban Housing Mission has achieved a significant milestone. It secured approval for seventy-five housing projects across seventy-two urban local bodies. This development paves the way for constructing 6,871 new dwelling units.
Major Investment and Funding Structure
These projects fall under the Beneficiary Led Construction vertical of Pradhan Mantri Awas Yojana–Urban 2.0. The state-level sanctioning and monitoring committee gave its nod during its sixth meeting. The combined investment for these initiatives totals Rs 446.61 crore.
The funding breakdown is clear. The central government will contribute Rs 103.06 crore. The state government of Odisha will provide Rs 68.71 crore. Beneficiaries themselves are expected to pay Rs 4 lakh per unit. This amounts to a total beneficiary share of approximately Rs 274.84 crore, based on tentative ministry guidelines.
Key Municipalities Leading the Charge
Several municipalities received substantial approvals. Sambalpur Municipal Corporation tops the list with 700 houses approved. The project cost for Sambalpur is Rs 45.5 crore.
Jagatsinghapur municipality follows with 360 houses at a cost of Rs 23.4 crore. Anandapur municipality in Keonjhar district secured approval for 387 houses. The investment for Anandapur is Rs 25.15 crore.
Approval Process and Next Steps
Satish Chandra Singh, joint secretary of the housing and urban development department, shared unit details with the ministry. The chief secretary of Odisha cleared the committee minutes on January 6, 2025. The proposals now move to the central sanctioning and monitoring committee for final approval.
A housing and urban development official provided clarity on the timeline. "Once sanctioned at the ministry level, the work at the ground level here will begin," the official stated. This indicates that physical construction awaits the central committee's green light.
Impact on Affordable Housing
Officials express confidence that this initiative will significantly boost affordable housing. The focus remains on the economically weaker sections in urban areas. Bhubaneswar has witnessed the execution of major PMAY-U projects in recent years, including affordable housing and beneficiary-led construction.
"With the second leg of the PMAY-U coming under implementation, our priority will remain on the coverage of uncovered urban areas," the official added. ULBs like Sambalpur, Jagatsinghpur, and Keonjhar are now tasked with submitting detailed lists and ensuring project completion.
Broader Context of PMAY-U in Odisha
The central government approved 1.84 lakh houses under PMAY-U for Odisha. The implementation period spans from June 2015 to December 2025. During this time, the state government completed the construction of 1.36 lakh houses. A majority of these were covered under the Beneficiary Led Construction vertical.
Currently, 48,000 houses from the first phase of the scheme remain incomplete. The state government will fund the completion of these remaining units. This new approval for 6,871 units represents a fresh push under the scheme's ongoing second phase.
