Odisha Government Advances Affordable Housing with Five Major PPP Projects

The state government of Odisha is actively executing five significant affordable housing projects across the key urban centers of Bhubaneswar, Cuttack, and Rourkela. This initiative is being carried out in a public-private partnership (PPP) mode, as confirmed by Housing and Urban Development Minister Krushna Chandra Mahapatra in a written reply presented during the ongoing session of the state assembly.

Implementation Under Housing for All Policy

These projects are being implemented under Model IV of the Housing for All (Urban) policy. In this model, private developers are responsible for constructing housing units on 65% of the project land. The remaining 35% of the land is allocated for the developers' own commercial or residential purposes, fostering a collaborative approach to urban development.

According to the minister's reply, the construction of these houses strictly adheres to the Odisha Housing for All (Urban Area), 2022 guidelines. These guidelines establish mandatory standards for affordable housing units in urban centers throughout the state, ensuring quality and consistency across all developments.

Addressing Urban Housing Demand

Minister Mahapatra emphasized that the ongoing projects are specifically designed to address the escalating demand for low-cost housing in rapidly growing urban areas. This demand is particularly acute in metropolitan clusters where land values have surged and migrant pressures have intensified, creating a critical need for accessible housing solutions.

The five identified PPP projects include:

  • Narayanpur Affordable Housing Project in Cuttack
  • Neelamadhav Awas Yojana in Chandrasekharpur
  • Shantipali Awas Yojana in Satya Nagar
  • Chandrasekharpur Affordable Housing Project
  • Chhend Affordable Housing Project in Rourkela

Financial and Regulatory Framework

The minister clarified that since these developments are being conducted under the PPP framework, the government has not fixed a per-square-foot construction cost. Instead, developers are bound by the service obligations outlined in their agreements, rather than adhering to a predetermined cost ceiling. This flexibility aims to encourage efficiency and innovation in project execution.

In response to concerns that some affordable units might be smaller than expected under national housing parameters, the minister assured that all units comply with the standards set by the National Housing Standard (NHS) and state policy norms. This ensures that the housing provided meets both national and local requirements for space and quality.

Impact and Future Prospects

Collectively, these five projects are projected to add over 5,000 dwelling units for the urban poor, significantly boosting the affordable housing stock in Bhubaneswar, Cuttack, and Rourkela. The government stated that these initiatives are expected to play a crucial role in bridging the urban housing deficit, especially given rapid demographic shifts and the growing demand for formal housing.

Officials highlighted that the PPP model offers the fastest and most financially viable route to address these challenges. By leveraging private sector expertise and resources, the state aims to maximize access for economically weaker and lower-income groups while maintaining urban liveability standards. This strategic approach is set to enhance housing accessibility and contribute to sustainable urban growth in Odisha.
