Telangana Industrial Body Files Police Case Over Prime Land Encroachment
The Telangana Industrial Infrastructure Corporation has taken decisive legal action in a long-standing land dispute. TGIIC filed a formal police complaint against ten individuals, including officials from multiple government agencies and private parties. The complaint centers on alleged illegal occupation of fourteen acres of valuable industrial land in Hyderabad's Balanagar area.
High-Value Property at Center of Dispute
This contested land parcel carries an estimated market value of approximately four hundred crore rupees. According to TGIIC's allegations, private parties occupied this prime property with active assistance from certain officials. These officials reportedly facilitated the encroachment through improper documentation and failed to prevent the illegal takeover.
The complaint specifically names officers from Indian Drugs and Pharmaceuticals Limited and the National Institute of Pharmaceutical Education and Research. Revenue department personnel from various local mandals also face allegations. TGIIC claims these individuals collaborated with private parties to alter official land records.
Complex History of Land Ownership
The dispute involves land with a complicated administrative history. The state government originally allocated eight hundred ninety-one acres to IDPL during the 1960s. Following the public sector company's official closure in 2003, portions transferred to different entities.
NIPER received about one hundred sixty acres through two separate allocations. The Medchal Malkajgiri district collector resumed remaining land in 2008, subsequently transferring it to TGIIC for industrial development purposes.
Parallel Land Claims Complicate Situation
Adding complexity to the case, private landowners have pursued separate legal claims for decades. These individuals assert that HMT-Praga Tools Limited acquired approximately one hundred ninety-five acres of their land decades ago. They claim the company actually took possession of two hundred twelve acres, exceeding the official acquisition by seventeen acres.
These landowners maintain they never received compensation for this alleged excess land. They have approached various courts over seventy years seeking return of the property. While these cases technically involve adjacent HMT-Praga Tools land in Moosapet, the situation has created confusion in the broader area.
Allegations of Official Misconduct
TGIIC officials present serious allegations against revenue authorities who served between 2020 and 2024. The corporation claims these officials, including a tahsildar, village revenue officer, and surveyor from Qutubullapur, Kukatpally, and Balanagar mandals, actively assisted private parties.
Their alleged assistance included facilitating land takeover and making unauthorized changes to revenue records. Shockingly, officials even issued passbooks in 2023 for the disputed land, classifying it as non-agricultural property.
Suspected Documentation Irregularities
The industrial corporation has raised concerns about possible tampering with land records during the COVID-19 pandemic period. According to their complaint, revenue authorities conducted a survey and panchanama in July 2020 while the country operated under strict pandemic restrictions.
Authorities conducted another similar exercise in 2024. TGIIC alleges that instead of notifying them as the technical landowner, IDPL and NIPER officials participated in these documentation processes by signing panchanama papers.
Counter-Allegations from Revenue Department
Revenue authorities have responded to TGIIC's accusations with their own claims. While acknowledging TGIIC's technical ownership status, they assert the corporation's zonal manager and other officials failed to take timely action when encroachment first emerged.
According to revenue department sources, TGIIC only moved decisively after political involvement and media coverage brought the issue into public focus. This suggests possible earlier inaction from the industrial development body.
Multiple Investigations Underway
The vigilance and enforcement department is conducting a parallel investigation into the IDPL land encroachment allegations. Sources indicate this probe is nearing completion, with officials expected to submit their report shortly.
This development means multiple government agencies are now examining the complex land dispute from different angles. The police complaint filed by TGIIC represents just one aspect of this multifaceted investigation into valuable Hyderabad property.
