Pratyasha Scheme: Affordable Homes for Bengal Police

The Pratyasha housing scheme is a government initiative in West Bengal designed to help police personnel achieve homeownership. The scheme, implemented by the West Bengal State Police Housing Corporation with financial support from HUDCO, offers flats in three categories based on rank and salary. Category A flats (approx. 1,123 sq ft) are for senior officers like deputy superintendent, assistant commissioner, inspector, and sub-inspector with a combined basic and grade pay of Rs 18,000 or more. Category B (approx. 926 sq ft) is for inspectors, sub-inspectors, assistant sub-inspectors, and constables earning Rs 15,000 or more. Category C (approx. 794 sq ft) is for constables and assistant sub-inspectors with pay of at least Rs 8,840.

Eligible personnel can submit only one application, and only one flat is allotted per applicant. Joint applications are allowed with an immediate family member as co-applicant, provided the primary applicant is a serving police officer. Allotment is through a random lottery system. If units remain after the lottery, they are offered on a first-come-first-served basis. If applications are fewer than available flats, all allotments are first-come-first-served.

This scheme addresses the long-standing challenge of police personnel, especially lower ranks, who often rely on government accommodation or rentals. By providing institutional financing, Pratyasha makes flat ownership accessible across pay grades, giving officers a stake in the city they serve.
