Prayagraj Development Authority Implements Major Urban Development Reforms
The Prayagraj Development Authority (PDA) has taken decisive steps to revitalize the city's real estate market and streamline urban planning. During a crucial board meeting chaired by Divisional Commissioner Saumya Agarwal on Wednesday, the authority approved a comprehensive set of measures aimed at boosting property sales, enhancing infrastructure, and improving administrative efficiency.
Revised Pricing Strategy for Unsold Residential Units
In a bid to attract prospective homebuyers, the PDA has decided to revise the prices of its unsold residential inventory. This move comes after a previous rate freeze failed to generate sufficient buyer interest. Officials have been directed to reassess pricing in strict alignment with government-issued model costing guidelines and prevailing market conditions. The objective is to make these properties more competitive and appealing, thereby stimulating demand in Prayagraj's housing sector.
Amendments to Master Plan 2031 for Enhanced Development
The board also greenlit proposals to amend anomalies in the city's Master Plan 2031. Currently, stringent restrictions in upscale localities such as Civil Lines, Georgetown, and Tagore Town prohibit the construction of buildings taller than 7.5 meters on plots smaller than 200 square meters. Once these amendments receive government approval, these limitations will be significantly eased. This change will permit construction on smaller plots and facilitate the development of high-rise buildings in these premium areas, potentially transforming the city's skyline and optimizing land use.
Advanced Drone Survey for Land Management
In a forward-thinking initiative, the PDA has commissioned a comprehensive survey of urban ceiling and improvement trust lands. This task has been assigned to PCS Management Consultancy Private Limited, which will employ cutting-edge drone technology to meticulously map these land parcels. The resulting digital database is expected to revolutionize land management practices, enhance transparency, and increase the authority's revenue streams. Additionally, officials have been instructed to digitize records of government, nazul, and other public lands to ensure better identification and monitoring.
Establishment of Project Management Unit for Quality Assurance
To uphold high standards in development works, the PDA board has approved the formation of an independent Project Management Unit (PMU). This agency, comprising seasoned experts, will be responsible for monitoring the quality of all development projects undertaken by the authority. The PMU will be selected through a transparent tender process, ensuring accountability and excellence in execution.
Financial Approvals and Staffing Decisions
Financially, the board cleared a substantial budget of over Rs 2,519 crore for the 2026-27 fiscal year, with Rs 907.71 crore allocated for revenue expenditure. The board also sanctioned the hiring of outsourced staff to fill vacant positions, as 148 such employees are currently working with the PDA, and more may be recruited pending regular government appointments. Furthermore, changes to the development plan of the Sangam area, including enhancements near the Bade Hanuman Temple, were approved to improve facilities for devotees.
New Township Proposals and Fund Utilization
Proposals for new townships under the Chief Minister's Urban Expansion Scheme in areas like Jhunsi, Naini, and near the airport were presented during the meeting. In a significant financial decision, the board ruled that funds received from Prayagraj Smart City Limited for development works near the high court will not be returned, as the amount has already been effectively utilized for various projects, underscoring prudent fiscal management.
