Varanasi Development Authority Achieves Major Milestone in Urban Planning

The Varanasi Development Authority (VDA) has reported significant progress in its efforts to promote planned urban expansion, with over 474 layouts receiving official sanction in a recent strategic push. This achievement marks a positive response from builders and developers who have increasingly collaborated with the authority to establish organized residential colonies throughout the historic city.

Serious Concerns Over Uncertified Housing Projects

However, alongside this success story emerges a troubling revelation. VDA Vice-Chairman Purna Bora has disclosed that 73 group housing projects, completed before 2020, have failed to obtain mandatory completion certificates despite already having allotted and occupied flats. These projects include notable developments such as Nand Virat Paradise, Vrindavan Residency, Babylon Heights, Jeet Rivera, Bhanu Pratap Tower, and CIPL Enclave.

The absence of completion certificates raises substantial safety and regulatory concerns, as Bora emphasized. "It is a matter of serious concern," he stated, explaining that without this crucial document, authorities cannot verify whether construction adhered to approved standards, building by-laws, and statutory requirements.

Why Completion Certificates Are Critical

Completion certificates are not mere formalities but essential documents issued by competent authorities like VDA only after thorough verification. This process ensures:

  • Full compliance with prescribed rules and building regulations
  • Proper construction quality and structural safety standards
  • Completion of work according to the approved architectural map
  • Verification of essential facilities before possession is granted to buyers

Bora highlighted specific areas of potential deficiency in uncertified projects, including parking facilities, parks, community spaces, fire safety systems, elevator safety standards, electricity infrastructure, and drainage systems. "This can affect the safety and convenience of residents," he warned, adding that the situation creates legal uncertainty and confusion among occupants.

Transparent Approval Process Yields Results

Between October 2025 and January 2026, VDA approved the 474 layouts through a streamlined, transparent system designed to minimize public inconvenience. The breakdown includes:

  1. 247 cases for compounding of maps
  2. 31 private colony layout maps
  3. 196 maps for new buildings submitted through online applications

"These outcomes demonstrate that builders and developers are increasingly interested in cooperating with planned city expansion," Bora noted, pointing to growing awareness among buyers about legal processes and compliance requirements.

Call to Action for Developers

The VDA has issued notices to developers of the 73 non-compliant projects, urging them to complete the certification process promptly. Bora stressed that obtaining completion certificates protects public interest, ensures quality control, and verifies that projects match approved layouts and building plans.

Failure to respond to these notices may result in adverse actions against the developers, as the authority seeks to maintain construction standards and resident safety in Varanasi's rapidly developing urban landscape.
