Commerce Minister Piyush Goyal Unveils the Human Element in India's Trade Negotiations
In the wake of the newly announced India-United States trade agreement, Union Commerce and Industry Minister Piyush Goyal has offered a rare glimpse into the intricate and often personal dynamics that underpin India's free trade agreement (FTA) negotiations. Goyal emphasized that beyond the technical details, building strong personal relationships with negotiators is a cornerstone of India's strategy.
Personal Touch in High-Stakes Diplomacy
In an exclusive interview with PTI, Minister Goyal revealed that he has personally met every negotiator involved in India's trade pacts. He underscored the demanding nature of their roles, stating that negotiators are fundamentally tasked with safeguarding their own nation's interests and maximizing benefits, a duty that commands respect.
"I have met every negotiator personally. We have built very strong partnerships and relationships," Goyal said. "Negotiators have to do their job; it is about protecting their own interests and securing maximum benefit for their country. We should respect that. It is also a tough job, because what we do in an FTA affects the nation and our people for decades to come."
The Art of Negotiation: Caution, Rapport, and Mutual Understanding
Goyal described FTA negotiations as a long-term, high-stakes responsibility requiring a delicate balance. "One has to be cautious and sharp, while also building a rapport with the negotiator," he explained. "Often, that rapport helps secure additional benefits and understand each other’s thinking, especially when trade-offs are required."
He highlighted that India's overarching philosophy has been one of mutual respect. "Overall, India’s negotiating style has been to respect other countries’ sensitivities, just as we expect them to respect ours. In all nine agreements, on a personal note, I built very good relationships with my counterparts."
Details of the Landmark India-US Trade Pact
The context for these insights is the significant trade deal between India and the United States, announced recently. A joint statement released on Saturday outlined the agreement, which will see tariffs on Indian goods entering the US slashed dramatically from 50% to 18%.
This pact, the result of intensive negotiations that commenced in February 2025, promises substantial gains for Indian exporters. Key sectors set to benefit include:
- Textiles and apparel
- Leather and footwear
- Plastic and rubber goods
- Organic chemicals
- Home décor and artisanal items
- Select machinery
In reciprocity, India has committed to eliminating or reducing import duties on a wide array of American products. This includes:

Shifting focus to another monumental agreement, Goyal spoke about the recently finalized India-European Union Free Trade Agreement. He credited Prime Minister Narendra Modi's exceptional diplomatic relationships with global leaders as a pivotal factor in its success.
"The best part is that in all these negotiations, the Hon’ble Prime Minister’s relationship with his counterparts, the leaders of those countries or blocs, was fabulous and absolutely outstanding," Goyal stated.
He detailed the careful deliberation behind the EU deal, noting, "We carefully assessed the impact of every decision across the economies of 27 nations. I dare say this is one agreement that each and every one of those 27 nations has welcomed."
Goyal contrasted this with other agreements, adding, "The India-EU FTA is one agreement that has not seen any negativity across Europe, while on the other hand, an agreement they did in 2019 is still struggling to get done with."
The Historic India-EU FTA: A Long-Awaited Achievement
Dubbed the "mother of all trade deals," the India-EU FTA was concluded late last month. The formal signing will occur once the legal text is finalized and it secures approval from the European Parliament.
This agreement marks the culmination of nearly 18 years of negotiations. The EU bloc stands as India's largest trading partner, while the US retains its position as India's top single-country trading partner, underscoring the strategic importance of these pacts.
