India Revives Plan for Domestic Shipping Insurance Club Amid West Asia Conflict

In response to the escalating conflict in West Asia and significant disruptions in the Strait of Hormuz, which have left numerous ships stranded, the Indian government is once again actively considering the establishment of a domestic Protection and Indemnity (P&I) club for shipping companies and vessels. This strategic move aims to reduce India's dependence on foreign insurers, enhance maritime insurance capacity, and circumvent potential sanctions.

Government Advances Discussions on P&I Club

Rajesh Kumar Sinha, the special secretary in the shipping ministry, confirmed on Tuesday that discussions with the Department of Financial Services (DFS) are currently underway. "Two-three days back also, we took up the subject with the DFS. We have also commissioned a study on this, which is underway. The report based on the study should be with us very soon. We will move on the basis of the report. It will be an important step for us," Sinha stated in response to inquiries.

This initiative revisits a plan that was initially discussed several years ago but was shelved as tensions in West Asia subsided. The renewed focus comes as global shipping lines and businesses face heavy war surcharges imposed by insurance companies due to the heightened risks in the region.

Understanding P&I Clubs and Their Importance

P&I clubs are mutual insurance associations that provide critical coverage to shipowners and operators for third-party liabilities. These clubs typically cover a range of risks, including:

  • Oil spills and environmental pollution
  • Cargo damage and loss
  • Collisions with other vessels or structures
  • Crew injury and related liabilities

In 2023, Finance Minister Nirmala Sitharaman emphasized the necessity of developing a domestic P&I mechanism to decrease India's reliance on overseas marine liability insurers. Currently, over 90% of global ocean-going ships are insured through the International Group of P&I Clubs, a consortium of 13 members that provides liability cover to approximately 60,000 vessels worldwide.

The push for a domestic insurance solution is set against a backdrop of intense regional conflict. Recent developments include:
