India Activates Emergency Port Protocol to Safeguard West Asia Cargo Amid Rising Tensions
In response to escalating geopolitical tensions in West Asia, India's Ministry of Ports, Shipping and Waterways has issued an urgent directive to all major ports across the country. The ministry has mandated the immediate implementation of a comprehensive Standard Operating Procedure (SOP) designed to prioritize and ensure the uninterrupted movement of cargo bound for the volatile region.
Key Measures Under the New SOP
The newly enacted SOP outlines several critical provisions aimed at mitigating disruptions to India's maritime trade with West Asia. Ports are now required to permit the storage of West Asia-bound cargo as transhipment, allocate additional storage areas if necessary, and facilitate the berthing of ad hoc vessels that are dropping off or picking up consignments during this crisis period.
Furthermore, the protocol mandates priority clearance for exports returning from West Asia and institutes a system of daily reporting to the ministry to ensure close monitoring of the situation. "The ministry of port, shipping and waterways has carried out consultation with all stakeholders and decided to implement measures to mitigate the impact of geopolitical disturbance," stated the official letter containing the SOP, which was dispatched to the chairpersons of all major ports as well as maritime states and union territories.
Safety of Indian Vessels and Enhanced Coordination
Minister Sarbananda Sonowal provided reassuring updates regarding the safety of Indian-flagged vessels operating in the region. All 35 Indian-flagged ships currently in the Persian Gulf area are being continuously tracked, and no confirmed incidents of detention, boarding, or casualties have been reported. Specifically, 24 of these vessels are located west of the Strait of Hormuz, while 11 are positioned to the east, including in the Gulf of Oman and adjoining areas. Additionally, three other Indian vessels are operating in the Gulf of Aden, which connects the Red Sea to the Indian Ocean via the Bab-el-Mandeb strait.
To streamline operations and ensure rapid decision-making, the guidelines require every major port to appoint a dedicated 24/7 nodal officer. This officer will serve as the single point of contact for all related issues, with a mandate to implement decisions within 24 hours. Matters involving other agencies, such as customs notifications or the bonding of new storage areas, must be resolved within a strict 72-hour timeframe.
Operational Priorities and Financial Considerations
The SOP also emphasizes several operational priorities to maintain efficiency. Ports have been instructed to expedite the "back to town" movement of export cargo currently lying in port premises and to coordinate closely with customs authorities. Priority handling is to be given to perishable goods, and additional bunkering capacity may be established to meet any rising demand.
In a significant move to alleviate financial burdens during this period, the SOP empowers ports to consider waivers or reductions in various charges. These may include reefer plugging fees, storage rent, and vessel change charges, depending on the prevailing circumstances and the specific needs of shippers and consignees.
Duration and Strategic Importance
This emergency SOP, which took effect immediately on Friday, will remain in force until it is officially withdrawn or modified by the ministry. The ministry has stressed the importance of submitting daily action taken reports to Delhi, ensuring that the evolving situation is closely monitored and managed proactively.
India's major ports handle a substantial share of cargo destined for West Asia, including critical commodities such as petroleum products, perishable goods, and manufactured items. With global supply chains already under considerable strain, this structured response mechanism is expected to provide much-needed reassurance to exporters and shipping lines, offering a clear pathway for swift redressal and operational continuity during a period of heightened uncertainty.
