Odisha Unveils Strategic Blue Economy Roadmap at Global Summit 2026
Bhubaneswar witnessed a significant announcement as Odisha presented a detailed roadmap to accelerate its ocean-based economy at the Global Summit on Blue Economy 2026 on Saturday. On Sunday, Usha Padhee, Additional Chief Secretary of Housing and Urban Development and Chairperson of Idco, elaborated on the strategy aimed at positioning the state as a national hub for sustainable growth in this vital sector.
Leveraging Coastal Advantage for Economic Expansion
Padhee emphasised that Odisha's extensive 575-kilometer coastline provides a unique strategic advantage, which can be transformed into a powerful driver for economic expansion, coastal resilience, and community prosperity. She stressed that the coastline must evolve from merely being a geographical boundary into a dynamic catalyst for industrial development and maritime-led urban transformation.
Core Strategy: Port-Led Urbanisation
At the heart of the roadmap is the concept of port-led urbanisation, an innovative development approach that integrates world-class urban infrastructure with modern maritime logistics. Odisha plans to establish blue economy industrial hubs near key ports such as Paradip, Dhamra, and Gopalpur. These hubs are envisioned as global centres for investment in cutting-edge sectors, including:
- Marine biotechnology
- Green shipping initiatives
- AI-driven maritime systems
Focus on Digital Transformation and Investment
Padhee highlighted the state's commitment to digital transformation, industrial efficiency, and enhanced ease of doing business to attract global investors and start-ups engaged in sustainable marine enterprises. Emphasising the importance of inclusive growth, Padhee outlined Odisha's priorities in integrated coastal zone management, seaweed farming, and eco-friendly marine tourism. These initiatives are designed to protect delicate ecosystems while simultaneously generating sustainable livelihoods for coastal communities, ensuring that development benefits are widely shared.
