Odisha Chief Secretary Calls for Integrated Paradip Development

Chief Secretary Anu Garg has emphasized the critical need for integrated development of Paradip, stressing that the port town must grow in synchronization with multiple proposed industrial projects and supporting infrastructure. During her visit on Friday, Garg outlined a comprehensive vision for the region's expansion.

Coordinated Growth with Industrial Projects

Garg highlighted that Paradip's development must align with the proposed Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR), plastic park, AM/NS India facilities, and the planned green hydrogen hub. She emphasized that supporting townships, tourism infrastructure, and urban amenities must evolve alongside these industrial initiatives to create a balanced ecosystem.

"Planned land use, robust law and order, and inclusive public infrastructure will be crucial drivers for industrial expansion in this area," Garg stated during her assessment of the region's potential.

Paradip Port's Remarkable Performance

During her inspection tour, Garg was accorded a guard of honour by the Central Industrial Security Force (CISF) and examined port operations alongside Paradip Port Authority (PPA) chairman P L Haranadh. Port officials revealed impressive statistics for the fiscal year 2024-25:

  • Handled 150.41 million metric tonnes of cargo
  • Maintained position as India's top major port with 289 MTPA capacity
  • Achieved a net surplus of Rs 1,860 crore

The chief secretary personally inspected berth readiness, vessel traffic management systems, and marine operations, acknowledging the port's operational excellence.

Vision for Paradip Port 2.0 and Beyond

Garg elaborated on the ambitious 'Paradip Port 2.0' vision, which aims to boost capacity beyond 500 million tonnes per annum (MTPA) through significant infrastructure developments. The expansion strategy includes:

  1. A new 150 MTPA Bahuda port in Ganjam district
  2. A 1.2 million gross tonnage shipbuilding facility in Kendrapada
  3. Development through partnership between state government and PPA

Diversification for Sustainable Growth

Highlighting Odisha's strong fiscal position and high capital expenditure, the chief secretary advocated for economic diversification beyond traditional mining sectors. She called for strategic investments in multiple growth areas:

  • Shipbuilding and maritime industries
  • Renewable energy projects
  • Rare earth processing facilities
  • Aerospace manufacturing
  • Apparel and textile production
  • Tourism and cruise-based development

This diversified approach, Garg emphasized, will ensure long-term sustainable growth for the region while leveraging Paradip's strategic location and existing port infrastructure. The integrated development model aims to create a comprehensive economic hub that balances industrial expansion with quality urban living and environmental sustainability.
