The ambitious Rs 16,000 crore proposal to transform the Pune-Mumbai expressway into a 10-lane superhighway is currently undergoing a critical third-party appraisal. This evaluation is a necessary step before the project can be presented to the Maharashtra state cabinet for final approval, according to senior officials from the Maharashtra State Road Development Corporation (MSRDC).

Technical Assessment and Approval Process

Officials have confirmed that the Veermata Jijabai Technological Institute (VJTI) is meticulously examining the proposal. Once VJTI submits its comprehensive report, the project will be placed before the state cabinet's infrastructure committee, which is chaired by the chief minister, for detailed discussion and clearance. This third-party assessment represents the final technical and feasibility review prior to cabinet consideration. Upon receiving cabinet approval, construction work can commence, with an estimated implementation timeline of approximately four years.

Project Details and Financial Framework

The MSRDC submitted the detailed project report (DPR) for the 10-lane expansion earlier this month, marking a significant upgrade from the previously considered eight-lane plan. The 10-lane project is projected to cost around Rs 16,000 crore, with land acquisition costs estimated at approximately Rs 200 crore. If approved, this initiative will rank among the largest expressway expansion projects in India.

The project is proposed to be funded through financial institutions rather than relying on direct state government funding. Officials have indicated that it might be implemented using an annuity model, which involves deferred payments. To ensure financial viability, the MSRDC may seek an extension of the current toll contract, which is valid until 2045. The executing agency for the project is likely to be appointed by the end of this financial year or early in the next fiscal period.

Traffic Growth and Infrastructure Pressure

The 94.6-kilometer access-controlled corridor, originally constructed in 2002, currently handles close to one lakh vehicles daily. Traffic volumes frequently exceed the one-lakh mark on weekends and during festive seasons. The expressway's traffic is growing at an annual rate of 5–6%, placing sustained pressure on the existing infrastructure. This consistent increase underscores the urgent need for expansion to alleviate congestion and enhance safety.

Land Acquisition and Construction Timeline

Land acquisition for the expansion is expected to be minimal, focusing primarily on small pockets near six tunnel zones: Kamshet, Khandala, Adoshi, Madap, and Bhatan. This will cover about 85 hectares at an estimated cost of Rs 200 crore. Most of the land along the expressway is already under MSRDC's control, with only limited acquisition required near the tunnels.

The MSRDC anticipates that the widening work will take about three to four years to complete. If construction begins by 2026, the project is expected to be finished around 2029–30. Officials express confidence in achieving this timeline, citing minimal land acquisition hurdles as a key factor.

Commuters' Perspectives and Expectations

Frequent commuters have welcomed the proposed expansion, emphasizing the need for phased execution to minimize disruptions. Siddharth Mohite, a regular user of the corridor, stated, "The congestion is frustrating. The state must expedite the widening of the expressway and ensure the work is carried out in phases to minimise disruption." Another commuter, Manisha Khade, highlighted the urgency of the project, saying, "While the state is adding new roads, there is an urgent need to widen the existing roads. The expressway needs urgent widening, and it should be carried out soon."

This expansion aims to significantly enhance connectivity between Pune and Mumbai, addressing growing traffic demands and improving overall travel efficiency on one of Maharashtra's most vital transportation arteries.
