Punjab Chief Minister Bhagwant Mann Embarks on Netherlands Investment Mission
Chandigarh: In a strategic move to boost industrial growth, Punjab Chief Minister Bhagwant Mann commenced an official visit to the Netherlands on Saturday. The primary objective of this diplomatic and economic mission is to fortify bilateral partnerships and actively seek foreign direct investment across multiple high-potential sectors.
Focus on Key Industrial Sectors
The delegation, led by CM Mann, is targeting investment in several core areas crucial for Punjab's economic development. These include food processing, logistics and supply chain management, metallurgy, pharmaceuticals, and information technology. The visit is a direct extension of the state government's ongoing initiatives to stimulate industrial expansion and create a robust economic ecosystem.
During his engagements, the Chief Minister plans to present a compelling investment case for Punjab. He will emphasize the state's strategic geographic location, its excellent transport connectivity to the National Capital Region and major ports, and its well-established industrial clusters. Furthermore, Mann intends to showcase Punjab's reliable power supply, skilled and available workforce, and investor-friendly economic policies as significant competitive advantages.
Engagement Strategy and Vision for Punjab
The itinerary includes a series of roadshows, one-on-one business meetings, and interactive sessions with leaders of major global corporations and financial institutions. Through these engagements, the delegation aims to position Punjab as a top-tier investment destination for European countries and secure concrete financial commitments.
In a press statement prior to his departure, CM Mann outlined his clear vision. "This vision is simple and clear: to make Punjab a preferred destination for global industry by offering stability in policy, speed in decision-making, and a governance system that respects the time and trust of investors," he stated. He highlighted that the Netherlands is already a major foreign direct investor in India, with several Dutch companies successfully operating within Punjab.
Existing Indo-Dutch Collaborations and Governance Reforms
The Chief Minister cited existing successful collaborations as proof of concept. For instance, he had laid the foundation stone for the De Heus animal feed factory in Rajpura in October 2023. Additionally, the Indo-Dutch Centre of Excellence for Potato is currently operational in the state, demonstrating a history of productive partnership.
The delegation will also present key governance and regulatory reforms implemented by the Punjab government to ease business operations. These reforms include:
- The FastTrack Punjab single-window system, offering over 173 Government-to-Business services.
- Provisions for auto-deemed approvals to reduce bureaucratic delays.
- The introduction of PAN-based business identifiers for streamlined processes.
- Amendments to the Punjab Right to Business Act enabling time-bound in-principle approvals for projects.
Context of Previous Investment Outreach
This Netherlands visit follows a similar proactive investment outreach effort. In December 2025, Chief Minister Mann led a 10-day delegation to Japan and South Korea to attract investment ahead of the planned 2026 Progressive Punjab Investors' Summit. In Japan, he met with representatives from prominent companies like Yamaha, Honda, and Fujitsu to explore partnerships in emerging sectors such as electric vehicles, component manufacturing, and digital governance solutions.
The current European mission underscores the Punjab government's sustained and multi-pronged strategy to attract global capital, foster international partnerships, and accelerate the state's industrial and economic development on the world stage.
