Bihar to Launch 200+ New Degree Colleges in July

Patna: Come July, Bihar’s higher education arena will enter a new phase. More than 200 new degree colleges are set to begin operations across the state, adding to an already extensive network of universities and colleges. For thousands of young people, particularly those living in rural areas, the expansion promises something long sought after — access to higher education closer to home.

The transformation comes at a time when India’s education sector is being reshaped by the National Education Policy (NEP) 2020, which advocates multidisciplinary learning, greater flexibility and stronger links between education and employment. Bihar, often criticised in the past for inadequate educational infrastructure and the migration of students to other states, is now attempting to reposition itself within this changing landscape.

Academics believe the state’s recent initiatives could significantly improve participation in higher education. With degree colleges being established at the block level, Bihar is expected to have around nine colleges for every one lakh people in the 18-23 age group, compared with seven colleges per lakh recorded in the All India Higher Education Survey. The expansion is not limited to increasing the number of institutions. The state is also focusing on improving quality through entrepreneurship-based courses, internship programmes for undergraduate students and the strengthening of infrastructure in existing colleges. Such measures are expected to make higher education more relevant to contemporary employment needs while helping improve the state’s Gross Enrolment Ratio (GER).

Current Network and Expansion

Bihar’s higher education network today comprises 21 state universities, eight private universities and nine institutes of national importance. More than 1,400 degree colleges are affiliated with these universities, including around 447 govt institutions and over 500 private colleges. Together, they serve a rapidly growing student population.

One of the most significant aspects of the current expansion is its focus on accessibility. Of Bihar’s 534 blocks, 213 previously had no degree college. Under the Saat Nischay-3 programme, the govt is establishing colleges in all such blocks, ensuring that students, especially women, do not have to travel long distances to pursue higher education.

The initiative is expected to remove one of the biggest barriers to college education in rural Bihar. The govt has already sanctioned more than 9,000 teaching and non-teaching posts for these institutions, signalling its intention to support the expansion with adequate human resources.

Preparations Underway

L N Mithila University vice-chancellor Sanjay Chaudhary said preparations for academic activities at all 30 new colleges under the university had been completed and classes would begin on July 1. Similarly, Sanjay Jha, principal of the Government Degree College at Kalyanpur in Samastipur district, said the institution was ready to welcome students admitted through the Samarth portal. Initially, classes will be offered in six subjects with faculty members transferred from established colleges.

Centres of Excellence and Funding

Alongside expanding access, Bihar is also investing in excellence. The state plans to develop 55 reputed colleges as centres of excellence by 2030. The objective is to improve academic standards, create specialised centres of expertise and reduce the outflow of students to institutions outside Bihar.

For this purpose, the govt has earmarked Rs 320 crore in 2026-27 under the “Unnat Shiksha, Ujjwal Bhavishya” scheme. According to higher education director N K Agrawal, the programme will be implemented in two phases. Thirty-one colleges will be upgraded in the first phase, while the remaining institutions will be developed between 2027 and 2030. These centres are expected to feature smart classrooms, digital libraries, advanced laboratories and modern research facilities.

Support from the Union govt has also strengthened Bihar’s ambitions. Under the PM-USHA programme, several universities have received grants for research infrastructure and campus modernisation. Patna University and L N Mithila University have each been sanctioned Rs 100 crore under the Multi-Disciplinary Education and Research University initiative, while B N Mandal University, Jai Prakash University and Nalanda Open University have received Rs 20 crore each.

Education City Vision

Perhaps the most ambitious project on the horizon is the proposed Education City near Patna. Planned across more than 250 acres at an estimated cost of Rs 547 crore, it aims to create a comprehensive education and innovation hub where institutions can retain their individual identities while sharing world-class facilities. Smart classrooms, research centres, hostels, sports complexes and residential facilities for faculty are all part of the vision.

Challenges and Outlook

The road ahead will not be without challenges. Infrastructure must be matched by academic quality, faculty recruitment and effective governance. Yet the scale of Bihar’s current investment signals a clear recognition that higher education is central to economic growth and social mobility. If implemented effectively, these initiatives could reshape educational opportunities for an entire generation and strengthen Bihar’s position as an emerging centre of learning.
