Bihar to Launch 213 New Degree Colleges in July Under 'Saat Nishchay-3' Program

In a significant expansion of higher education infrastructure, the Bihar government is set to commence operations at 213 new degree colleges across various blocks of the state starting July 2026. This initiative falls under the 'Unnat Shiksha, Ujjwal Bhavishya' (Advanced Education–Bright Future) theme, which is a key component of the state's ambitious 'Saat Nishchay-3' programme aimed at transforming educational access and quality.

Boosting Gross Enrolment Ratio in Underserved Areas

State Higher Education Director Navin Kumar Agrawal emphasized that the primary objective behind establishing these new institutions is to significantly enhance Bihar's gross enrolment ratio (GER) in higher education. "The government is committed to bringing higher education closer to rural students, with a special focus on empowering girls through the 'Saat Nishchay' scheme," Agrawal stated. He revealed that in this initial phase, degree colleges will be opened exclusively in 213 blocks that currently lack any constituent or affiliated degree college facilities.

The long-term vision is even more expansive, with plans to eventually establish a degree college in each of Bihar's 534 blocks, ensuring comprehensive coverage and reducing geographical barriers to education.

Strategic Locations and Infrastructure Readiness

Agrawal identified specific districts including Patna, Nalanda, Muzaffarpur, Purnia, Rohtas, and Saran as priority areas for the new colleges. "District magistrates have been entrusted with the critical task of identifying suitable land and buildings for these institutions," he explained. To expedite the process and ensure a timely launch, the department has already selected 208 buildings, primarily higher secondary schools with permanent campuses, across corresponding blocks. The remaining locations are expected to be finalized shortly.

This strategic selection of existing school infrastructure is designed to facilitate a smooth transition and minimize delays, allowing academic activities to commence without significant construction hurdles.

Academic Framework and Faculty Arrangements

All 213 colleges are scheduled to begin their academic sessions in July 2026, coinciding with the start of the new academic year. Initially, instruction will be offered in six core subjects under the arts stream: Hindi, English, Sociology, Political Science, Economics, and History. Agrawal addressed potential faculty shortages by noting that while permanent teacher appointments through the Bihar State University Service Commission may take time, interim measures are in place. "Faculty members from existing colleges in neighbouring areas will be deputed to these new institutions to ensure uninterrupted teaching from day one," he assured.

Parallel Initiatives for Educational Excellence

Beyond the establishment of new colleges, the government has also initiated steps to upgrade 55 well-established institutions into 'centres of excellence.' These centres will focus on delivering employment-oriented education, restoring academic excellence, and contributing to the state's overall socio-economic development. "This dual approach of expanding access while enhancing quality is crucial for building a robust higher education ecosystem in Bihar," Agrawal added.

The 'Saat Nishchay-3' programme represents a holistic effort to address educational disparities, with the 213 new degree colleges serving as a cornerstone for increasing enrolment rates, particularly among marginalized and rural communities. As preparations advance, this initiative is poised to mark a transformative chapter in Bihar's educational landscape, aligning with broader goals of inclusive growth and human resource development.
