"Universities must actively build and leverage international partnerships to upgrade their capabilities and ensure students are prepared for a technology-driven global market," he advised.

To ensure tangible progress, the Lieutenant Governor directed all universities to develop a "concrete and time-bound action plan" for presentation in the next meeting.
