Mumbai University Implements Mandatory Course Approval for Autonomous Colleges
In a significant policy shift, Mumbai University has issued a circular requiring all autonomous colleges affiliated with it to mandatorily seek approval for their programs and courses from the university's academic council. Previously, these institutions were only expected to inform the university about new courses they planned to offer.
Enhanced Oversight and Transparency Measures
The university's examination board has introduced new guidelines aimed at enhancing transparency, strengthening data integration, and standardizing processes. Autonomous colleges must now regularly submit:
- Examination committee minutes
- Status reports on question paper audits
- Answer sheet audit details to the Board of Examinations and Evaluation (BEE)
These requirements were established during Wednesday's academic council meeting, which also focused on regulating courses offered by autonomous colleges.
Curriculum Alignment with National Education Policy
The administration has directed autonomous colleges to:
- Design curricula in alignment with the National Education Policy (NEP)
- Adopt course nomenclature as per relevant apex body regulations
- Strictly adhere to the university's passing scheme and academic standards
This move comes as the number of autonomous colleges under Mumbai University has surged from 39 to 130 over the past five years, particularly after the University Grants Commission relaxed eligibility norms by removing the requirement of an 'A' grade from NAAC for autonomous status.
Mixed Reactions from Academic Community
Academicians have welcomed these initiatives to regulate courses and examination systems, noting they will help maintain checks and balances as autonomous colleges proliferate. However, a section of principals argues that the mandatory approval requirement could violate the rights of colleges to exercise autonomy.
One principal commented that colleges striving for excellence will continue their efforts regardless of these regulations, suggesting the impact may vary across institutions.
Fourth-Year Guidelines Under NEP Framework
In the same meeting, the university issued long-awaited guidelines for the fourth year under NEP for the first cohort from autonomous colleges. Key requirements include:
- Colleges must have a postgraduate program or research center in the subject to offer the fourth year
- Institutions with PG programs can offer four-year honors programs
- Colleges with research centers can offer honors with research programs
Under the Honors Degree option, students must complete 160 to 176 credits over four years, with the fourth year dedicated to in-depth study of their major subject plus a mandatory 4-credit internship. For the Honors with Research option, students undertake a 12-credit research project or dissertation during the seventh and eighth semesters, requiring a minimum CGPA of 7.5 for eligibility.
These comprehensive changes represent Mumbai University's effort to balance institutional autonomy with quality assurance as higher education evolves under the National Education Policy framework.
