In a significant development for aspiring educators in Odisha, the state government has unveiled plans to substantially increase the number of seats available in teacher education programmes. Higher Education Minister Suryabanshi Suraj made the announcement in the state assembly on Saturday, revealing that 1,400 additional seats will be introduced under the Integrated Teacher Training Programme (ITEP) beginning with the 2026-27 academic session.

The expansion comes as a direct response to a persistent shortage of Bachelor of Education (BEd) seats in Odisha, which has historically forced numerous students to seek admission in neighboring states like Andhra Pradesh. Education experts have noted a substantial surge in demand for BEd courses in recent years, driven by growing awareness about teaching career opportunities and the requirement of a BEd degree for most government and private school teaching positions.

The four-year ITEP programme represents a comprehensive approach to teacher preparation, offering dual-major undergraduate degrees including BA BEd, BSc BEd, and BCom BEd. This innovative course structure is specifically designed to prepare educators for all four stages of the new school framework: foundational, preparatory, middle, and secondary levels.

Current Teacher Education Landscape in Odisha

Presently, the state's teacher education infrastructure includes 16 teacher education institutions offering the traditional two-year BEd programme with a combined seat capacity of 1,700. Additionally, 15 institutions, including government degree colleges and universities, provide BEd courses in self-financing mode with a total of 750 seats.

The ITEP programme, mandated under the National Education Policy-2020, was initially launched across India during the 2023-24 academic year. In Odisha, implementation began modestly with just one institution—Maharaja Purna Chandra College in Baripada—offering the course with 100 seats.

Substantial Expansion Across Multiple Institutions

The upcoming academic session, scheduled to commence on July 10, will witness a dramatic expansion of the ITEP programme across Odisha. Seven government degree colleges will now offer the course, with each institution allocated 100 seats. The participating colleges include some of the most prestigious educational establishments in the state:

  • BJB College in Bhubaneswar
  • Rajdhani College in Bhubaneswar
  • SCS College in Puri
  • Fakir Mohan College in Balasore

Furthermore, seven public universities will also implement the ITEP programme, with seat capacities ranging between 50 and 150 per institution. Notable universities participating in this expansion include Utkal University and Ravenshaw University, both renowned for their academic excellence.
