Uttar Pradesh Government Unveils Comprehensive Student Mental Health Policy and AI Skills Initiative
The Uttar Pradesh government has taken a significant step toward addressing mental health challenges in higher education by launching a uniform Student Mental Health and Well-being Policy on Wednesday. This landmark initiative comes with a dedicated budgetary allocation of Rs 14.5 crore, aiming to create inclusive, safe, and stress-free environments for students across all higher education institutions (HEIs) in the state.
Policy Framework and Supreme Court Influence
The development of this comprehensive policy follows the Supreme Court's intervention regarding the deteriorating mental health conditions among students in premier educational institutions. The policy framework is designed to ensure every student receives proper support and access to mental health resources, addressing a critical need in the academic community.
AI Certification Fee Security Scheme for Enhanced Employability
In a parallel development, the state government introduced the AI Certification Fee Security Scheme for undergraduate and postgraduate students enrolled in HEIs. This innovative program, backed by an allocation of Rs 10 crore, aims to empower students with world-class artificial intelligence skills to significantly enhance their employability prospects.
The scheme serves a dual purpose: providing students with cutting-edge technological competencies while simultaneously developing a robust pool of AI-trained human resources within Uttar Pradesh. This strategic investment in future-ready skills aligns with global technological trends and industry demands.
Cashless Medical Facilities for Educators
In another first-of-its-kind initiative, the government has decided to provide cashless medical facilities to teachers working in state universities, aided colleges, and self-financed institutions. This benefit extends to educators teaching both regular and self-financed courses, with a substantial allocation of Rs 20 crore earmarked for the financial year 2026-2027.
Support for New Universities and Budgetary Allocations
The state's higher education expansion continues with the establishment of two new universities: Swami Sukhdevanand University in Shahjahanpur and Kashi Naresh University in Bhadohi. The government has made provisions of Rs 21 crore for each institution, ensuring adequate resources for their development and operational needs.
Minister's Vision for Uttar Pradesh's Educational Future
Higher Education Minister Yogendra Upadhyay emphasized the transformative potential of these initiatives, stating, "This budget will aid Uttar Pradesh in becoming a hub of higher education. It represents a significant step toward making UP a developed state based on knowledge, innovation, and youth power."
The minister's comments underscore the government's comprehensive approach to educational reform, combining mental health support, technological skill development, educator welfare, and institutional expansion to create a more robust and responsive higher education ecosystem in India's most populous state.
