The Department of Social Security and Empowerment of Persons with Disabilities (SSEPD) in Odisha has announced a significant expansion of its flagship Banishree scholarship scheme. In a major move towards inclusivity, the scheme will now cover students from all 21 categories of disabilities recognized by the law.
One-Stop Portal for Simplified Applications
A key development is the integration of the Banishree scheme into the State Common Scholarship application portal. Previously, students with disabilities had to apply exclusively through the SSEPD portal. This new integration streamlines the process, allowing eligible students to apply for the Banishree assistance seamlessly, even if they are availing of other scholarships for which they qualify.
The scheme is open to students studying in schools, colleges, universities, and technical institutions, both within Odisha and in other states. The financial assistance provided varies according to the educational level of the student.
Financial Assistance Structure for Students
For students with disabilities studying within Odisha, the department offers a direct monthly stipend:
- Primary school students: Rs 400 per month.
- Middle and high school students: Rs 500 per month.
- College students: Rs 600 per month.
- Students in technical and vocational education: Rs 700 per month.
Special Allowances for Students Outside Odisha
The scheme also provides specific support for Odia students with disabilities pursuing education outside the state. Visually challenged students are eligible for a reader's allowance, provided the institution head certifies the use of a reader. The allowance is Rs 200 per month for primary classes, Rs 300 for middle and high school, and Rs 400 for higher studies.
Furthermore, orthopedically handicapped students with 75% or higher disability who need special transport arrangements can receive an additional monthly allowance of Rs 200. This is applicable if their transportation is not already covered under the integrated education scheme.
Towards Greater Empowerment and Access
This expansion and simplification of the Banishree scheme mark a substantial step by the Odisha government in empowering students with special needs. By covering all disability categories and moving to a unified application platform, the barriers to access financial aid are significantly reduced.
