Noida District Committee Implements Strict Fee and Safety Regulations for Private Schools
In a significant move to balance educational quality with parental affordability, the district fee regulatory committee in Noida, chaired by District Magistrate Medha Roopam, convened on Tuesday to enforce new guidelines for private schools. The committee has officially capped fee increases at 7.23%, applicable solely to admission fees for the current academic year, in alignment with the Uttar Pradesh Self-Financed Independent Schools (Fee Regulation) Act, 2018. This hike corresponds to the Consumer Price Index plus 5%, ensuring a transparent and regulated approach to financial adjustments.
Transparency and Cost Reduction Measures
DM Medha Roopam emphasized that the committee's primary goal is to "strike a balance between the operational needs of schools and the financial concerns of parents." To achieve this, schools are now required to strictly adhere to the notified fee limit and upload comprehensive fee details on their official websites. "Transparency is non-negotiable. Parents have the right to clear and accessible information on fee structures," she stated, underscoring the importance of accountability in educational institutions.
In an effort to standardize learning and reduce costs, the committee has directed schools to prioritize textbooks published by the National Council of Educational Research and Training (NCERT). Additionally, schools cannot compel students to purchase books, uniforms, or other materials from specific vendors. Uniform changes have been restricted to once every five academic years, subject to prior approval, to minimize unnecessary financial burdens on families. "Frequent changes in textbooks and uniforms place an unnecessary burden on parents. Schools must avoid such practices unless absolutely necessary and approved by the samiti," Roopam added.
Safety and Compliance Directives for Swimming Pools
The committee introduced stringent safety measures for schools operating swimming pools. Institutions must obtain a No Objection Certificate (NOC) from the administration and appoint both male and female coaches to ensure gender-appropriate coaching. "Schools operating swimming pools must obtain mandatory permissions and ensure gender-appropriate coaching staff, with male coaches for boys and female coaches for girls," said the DM, highlighting the commitment to student safety and inclusivity.
Grievance Redressal and Penalties for Violations
To strengthen oversight, the committee has established a formal complaint mechanism. Parents, guardians, students, or teachers' associations can now file grievances related to fee hikes or other issues via the official email at feecommitteegbn@gmail.com. Upon receiving a complaint, the committee will conduct due inquiry and attempt resolution before imposing penalties.
The penalty structure is as follows:
- For a first violation, schools may be directed to refund excess fees and face a monetary penalty of up to Rs 1 lakh.
- In case of a second violation, a penalty of Rs 5 lakh may be imposed along with a refund of the excess amount.
- For a third violation, the committee may withdraw permission for the development fund for a specified period and recommend withdrawal of recognition or affiliation from the concerned board or council.
"Every complaint will be examined thoroughly, and strict action will be taken in cases of violation," Roopam affirmed, ensuring that all schools comply strictly with these guidelines to avoid stringent consequences.
The meeting was attended by senior officials, education representatives, and parent members, reflecting a collaborative approach to improving the educational landscape in Noida. These measures aim to foster a more equitable and transparent environment for students and families across the district.
