Odisha Government Grants Permanent Status to Over 13,000 Contractual Junior Teachers
In a landmark decision for the education sector, the Odisha government has officially regularized the services of more than 13,000 contractual schematic junior teachers who were appointed during the 2023-24 academic year. The announcement was made by Chief Minister Mohan Charan Majhi on Friday, bringing significant relief to thousands of educators across the state.
Details of the Regularization Policy
According to an official statement released by the Chief Minister's Office in Bhubaneswar, these teachers have been granted regularization effective from their original date of joining. However, the financial implementation will be phased.
- Notional Benefits Period: From their joining date until December 31, 2025, the teachers will receive notional benefits. This means they will be recognized as regular employees for service records but will continue with their current contractual pay structure.
- Full Regularization: Starting January 1, 2026, all 13,000+ teachers will begin receiving full regular employee salaries along with all associated benefits, including pensions, allowances, and job security previously unavailable to them.
This move effectively abolishes the contractual system for these schematic junior teachers, who previously had to work on temporary contracts for the first six years of their employment despite the state government's broader policy against contractual hiring in government jobs.
Background and Teacher Protests
The decision comes after sustained pressure from teacher associations. On June 6, 2025, thousands of contractual and schematic junior teachers from various government-run and government-aided schools staged a massive dharna near the Odisha Legislative Assembly, demanding permanent status and an end to their precarious employment conditions.
Although the BJP-led state government had previously increased the monthly salary for these teachers from Rs 11,100 to Rs 16,100, it had not addressed the core issue of contractual employment until now.
Reactions from Teacher Associations
The regularization announcement has been met with widespread approval from educator groups across Odisha.
Shesadev Yajnakam Deo, convenor of the Odisha Junior Teachers (Schematic) Association, expressed profound happiness over the government's decision, calling it a historic victory for teachers' rights.
Rajesh Mohanty, president of the All Odisha Primary Teachers' Association, welcomed Chief Minister Majhi's announcement, stating, "Now they are regularized. The government will recruit the schematic teachers as regular teachers from the day of their appointment." He emphasized that this decision resolves a long-pending demand that has affected thousands of educators working under contractual arrangements for years.
