Rajasthan Education Department Launches Statewide Inspection of Private Schools
The Rajasthan education department has issued a significant directive to all block education officers across the state, mandating the formation of three-member committees to conduct thorough inspections of private schools. This move aims to scrutinize whether these institutions are making unauthorised demands for the purchase of books, uniforms, fees, shoes, ties, and other related items.
Inspection Timeline and Reporting Requirements
In an official order released by Director of Secondary Education Sitaram Jat, the department has set a strict timeline for these inspections. The committees, which will be chaired by the chief block education officer, are required to complete their inspections in each block of all private schools within the district by April 15. Following the inspections, the teams must submit a consolidated report detailing any instances of non-compliance with established rules and guidelines. This report is due by April 20, ensuring a swift review process.
The order explicitly states that the department has received credible inputs indicating that certain private schools are not fully adhering to the guidelines issued earlier. This has prompted the need for a systematic and comprehensive inspection to enforce compliance and protect the interests of students and parents.
Parental Concerns and Allegations of Inaction
Despite the department's proactive measures, parents have expressed skepticism and frustration, alleging that similar orders in the past have not been followed through with concrete action. Many parents claim that when private schools are found violating norms, the education department often fails to implement necessary penalties or corrective measures.
"We have been fighting fee hikes for the past eight years, despite orders from the Rajasthan High Court, state government, district fee regulation committee, and district administration. Even after directions at multiple levels, schools continue to raise fees every year, leaving parents with no choice but to pay or risk their children suffering," said Piyush Goyal, a parent with two children enrolled in a private school.
Demands for Implementation of Fee Act
Abhishek Jain Bittu, spokesperson of Sanyukta Abhibhavak Sangh, a collective body of aggrieved parents in Rajasthan, emphasized the urgent need for stricter enforcement. "Our only demand is that the Fee Act must be implemented and arbitrary practices of private schools must cease. There are several private schools that hike fees every year, and parents are forced to pay it," he stated.
This sentiment highlights a broader issue of regulatory oversight in the education sector, where parents feel powerless against the unchecked practices of some private institutions. The current inspection drive is seen as a critical step, but its effectiveness will depend on the department's commitment to taking decisive action based on the findings.
The education department's initiative underscores a growing focus on accountability and transparency in private schooling. However, the success of this effort will ultimately be measured by how well it addresses parental concerns and ensures that schools comply with all regulatory standards, thereby safeguarding the educational rights of students across Rajasthan.
