UP Board Initiates Statewide Book Fairs to Ensure Affordable Textbooks for Students

In a significant move to enhance educational accessibility, the Uttar Pradesh Board has mandated all districts to organize book awareness and accessibility camps, commonly known as book fairs, by April 15. This initiative targets over 1 crore students from classes 9 to 12 across more than 29,000 schools, aiming to provide authorised and affordable textbooks.

Expanding a Successful Model

The decision follows the successful implementation of similar camps in the Agra and Saharanpur divisions. Board secretary Bhagwati Singh has issued instructions to district education officials, directing them to ensure that government and aided inter-colleges host these fairs under the supervision of designated officers. To maintain transparency and accountability, group photographs of the events must be submitted to the UP Board website and relevant WhatsApp groups.

Combatting Unauthorised Textbook Circulation

This campaign addresses a critical issue: the widespread circulation of unauthorised textbooks sold at exorbitant prices. Reports indicate that these books are being marketed at 149% to 361% higher prices than board-approved versions. Private publishers and vendors have allegedly colluded to profit from these overpriced guidebooks, placing undue financial pressure on parents and students.

To counteract this, the board has emphasized that inspections will be conducted in all schools to prevent students from being coerced into purchasing unauthorised materials. Strict action will be taken against principals, managers, or teachers who violate these rules.

Features of the Book Fairs

The fairs will feature participation from authorised publishers, including:

  • Pioneer Printers from Agra
  • Pitambra Books from Jhansi
  • Singhal Agencies from Lucknow

Students will have access to a wide range of high-quality study materials, including:

  1. 70 NCERT textbooks
  2. 12 selected books in Hindi, Sanskrit, and Urdu

Ensuring Authenticity and Transparency

To help students and parents verify the authenticity of textbooks, books printed this year will carry a seven-digit serial number on the cover in ultraviolet fluorescent red ink. This feature makes it easy to distinguish genuine books from counterfeit ones.

Board secretary Bhagwati Singh stated, "Our initiative aims not only to reduce costs for families but also to promote transparency, awareness, and easy access to authorised textbooks across the state." This effort underscores the board's commitment to fostering an equitable educational environment by eliminating financial barriers and ensuring the availability of legitimate learning resources.
