HP Govt Revokes Doctor's Termination After Assault Probe

The Himachal Pradesh government has officially reinstated Dr Raghav Nirula, a medical officer at Shimla's Indira Gandhi Medical College (IGMC), overturning his termination order from December last year. The doctor was dismissed following an incident where he was found to have assaulted a patient, Arjun Singh, within the hospital premises.

Fresh Inquiry Ordered by Chief Minister

In a significant turn of events, Chief Minister Sukhvinder Singh Sukhu ordered a fresh inquiry into the matter on January 2. This new investigation delved deeper into the circumstances surrounding the altercation that led to the doctor's dismissal. The committee formed for this purpose concluded that the unfortunate incident was a result of a sudden outburst of anger. Their report highlighted that the clash stemmed from irresponsible conduct displayed by both individuals involved—Dr Nirula and the patient, Arjun Singh.

Committee Findings and Unconditional Apology

The inquiry panel noted a critical point in Dr Nirula's favour: this was an isolated event with no prior complaints recorded against him during his service. Acknowledging his mistake, Dr Raghav Nirula submitted an unconditional written apology to the authorities. In his apology, he expressed sincere remorse for his actions and admitted that the incident had tarnished the reputation of the medical institution.

The committee's philosophy played a key role in the final decision. Emphasising that disciplinary actions should primarily serve a corrective purpose rather than being purely punitive, the members recommended a compassionate review of the harsh termination order. They advocated for a chance at reformation.

Government's Final Decision and Stern Warning

Acting on the committee's recommendations and considering all facts, the competent authority in the state health department decided to revoke the termination. The official order for revocation was issued by Health Secretary Priyanka Basu Ingty on Friday.

The order, however, carries a strict caveat. It clearly advises Dr Nirula to maintain the highest professional standards and adhere strictly to medical ethics at all times. A stern warning has been issued, stating that any future recurrence of such misconduct will invite strict and severe disciplinary action without any leniency.

This decision brings a close to a controversial chapter for IGMC Shimla, reinforcing the principle of corrective justice while upholding the expectation of impeccable professional conduct from medical practitioners.
