Telangana Government Enforces 60-Day Ban on Paraquat Herbicide
In a decisive move to address a surge in paraquat poisoning incidents, the Telangana government has imposed a comprehensive 60-day ban on the sale, use, manufacture, and distribution of the herbicide across the state. This action, announced on Wednesday, stems from escalating public health concerns linked to the toxic chemical.
Government Order and Legal Basis
The ban was formalized through Government Order 24, issued by the state's agriculture and cooperation department. Authorities invoked Section 27 of the Insecticides Act, 1968, to enforce this restriction, which took immediate effect and will remain in force for the specified period. Officials emphasized that the decision was driven by mounting evidence of paraquat's harmful effects on both humans and animals, with reports from various sources highlighting its dangerous impact and necessitating urgent regulatory intervention.
Background and Advocacy
The issue gained prominence after being highlighted in media reports, where organizations such as the Indian Medical Association, Telangana, and several Members of Parliament raised alarms about paraquat's risks. They advocated for safer alternatives, improved packaging, and enhanced public awareness to mitigate the dangers. With this ban, Telangana becomes the third Indian state to take such action, following Kerala and Odisha, reflecting a growing national concern over herbicide safety.
Scope and Limitations of the Ban
However, the state government clarified that it lacks the authority to impose a permanent ban on paraquat. Under current regulations, it can only restrict usage for limited durations, up to 90 days at a time. The current 60-day prohibition is part of this framework, aimed at providing immediate relief while exploring longer-term solutions. The order also mandates the director of agriculture to take strict action against any violations during the ban period, underscoring the government's commitment to enforcement.
Health Impact and Statistics
Paraquat is a widely used herbicide known for its high toxicity, and it has been associated with an increasing number of poisoning cases over the years, alarming health experts and policymakers. Estimates of fatalities vary significantly: while the state government reports approximately 2,000 to 2,500 deaths due to paraquat exposure, the Indian Medical Association, Telangana, and other medical bodies suggest a much higher toll, ranging from 5,500 to 6,000 deaths. This discrepancy highlights the severity of the crisis and the urgent need for effective measures to protect public health and farmer safety.
